Position Purpose:

Bridge design squad leader responsible for preparing, checking and reviewing bridge plans, construction coordination, and project management. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments.

Description of Duties:

Utilizes sound engineering principles and knowledge of design standards to certify the quality of projects by reviewing and approving various design submissions.

Utilizes sound engineering judgement to identify existing site conditions that prohibit the ability to meet current PennDOT specifications and standards.

Utilizes sound engineering judgment and practices to recommend safety improvements for inclusion in design projects.

Bridge design squad leader responsible for preparing, checking and reviewing bridge plans and specifications.

1. Study, implement, and promote the use of current technology to provide safe and maintainable bridge project designs.
2. Promote internal and external communications and teamwork to develop clearly defined scopes of work, which allow all phases of project design to effectively interface.
3. Develop schedules and work assignments, which effectively utilize unit resources to design bridge replacement projects on schedule and within budgetary constraints. Considerer innovative techniques to reduce construction costs. Evaluate work load so consultant assignments if needed can be made in time to meet let dates.
4. Consider eliminating deck joints.
5. Submit H&H applications to DEP (Department of Environmental Protection) in time to meet LET dates, a minimum of 4 months prior to the plans to checking date milestone.
6. Develop cost estimates to support latest Department initiative, scoping, design field view etc.
7. Develop and Submit Type, Size, and Location submissions 6 months prior to the plans to checking date milestone for all required projects.
8. Coordinate with roadway PM to have funding opened and have survey and borings requested by November for all projects that have preliminary engineering funding in the following year.
9. Submit the environmental footprint by the milestone date on the letting schedule.
10. Archive all projects in electronic format and upload design comps and final structure plans into BMS2 or submit to the bridge inspection unit.

Acts as Project Manager for assigned projects and ensures projects are developed on the established schedule and ECMS is used during the design process. Inform supervisor and other appropriate department staff of issues that could potentially delay schedules or increase costs of assigned projects.

Effectively uses current project delivery processes, policies, and tools to minimize project delivery time, and ensure the design deliverables are prepared with high quality, within budget, and according to established schedules. Suggest and/or initiate innovations to streamline project delivery or otherwise improve operations.

Directs and reviews work completed by in house staff and consultants, with assistance from specific technical units as required and appropriate to ensure design deliverables are complete and correct in accordance with department standards and district policies and preferences.

Develops and updates cost estimates for all project phases through construction. Prepares project funding documents to ensure funds are in place for all phases of the project up to and including construction.

Prepares technical scopes of work for consultant agreements and work orders based on project scopes.

Prepares independent man-hour estimates for consultant services to establish project design costs.

Monitors consultants’ schedules, quality of work, and expenditures to improve overall project delivery cycle time and improve project accountability. Approves consultant invoices for payment for services rendered. Monitors project budgets and notifies the supervisor of required changes.

Evaluates employee performance, investigates and helps resolve complaints, and works to foster a work environment conducive to productivity, innovation, and professionalism.

Review and approves leave requests and payrolls of assigned staff. Monitors assigned employees’ workload and deploys contingency plans to cover long-term leave requests.

Maintain ASTA schedules on all projects for all required projects for which you are the lead project manager.

Implements procedures to assure appropriate levels of coordination are made with other department units including design, maintenance, and construction, as well as outside agencies and the public, to develop accurate and constructible plans. Coordinates project activities with design team members (consultant and in-house staff), Central Office, FHWA, and other agencies.

Conducts or participates in field views as necessary to evaluate existing field and structural conditions on a design project. Evaluates structural safety and load carrying capacity. Establishes the scope of work for bridge rehabilitation or replacement projects.

Coordinates and communicates with other units within the district, Central Office Bridge Division, and consultants on a regular basis to assure a project progresses smoothly and that quality constructible plans are developed.

Possesses a broad knowledge of bridge design. Has knowledge and proficiency in designing with all types of common structural materials and in designing and analyzing all common types of structural elements and bridges. Supervises engineering design computations, and supervises all drafting and detailing associated with assigned projects.

Supervises the preparation of hydrologic and hydraulic analyses and reports to determine the required waterway opening for new bridges or the flow capacity of existing bridges.

Determines backwater, scour depths, and design measures to limit scour or improve the quality of affected streams.

Reviews bridge plans, shop drawings, hydrologic and hydraulic reports, and various other technical submissions from engineering consultants, contractors, and other outside agencies for correctness and conformance to department policy and procedure.

Prepares written technical reports, letters, and memos to internal and external parties. Prepares contract special provisions and cost estimates. Prepares necessary submissions such as TS&L, foundations, and hydraulics for approval.

Responds to inquiries and complaints from outside agencies or the public. Resolves bridge design related problems that develop during construction. Attends public meetings concerning assigned projects as required.

Develops, guides, and trains staff to enable they attain their potential and to maximize productivity and quality. Recommends training for assigned staff relative to their job requirements and includes specific training objectives on all directly assigned employees’ EPRs.

Succession Planning:
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:
Commit to following the Departments Green Plan policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work -- i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.


Job Location:

Work is normally performed in an engineering office setting. Work occasionally involves field trips to project sites, which may require traversing rough terrain or climbing bridges. Outdoor work can occur during any season of the year under a wide range of weather conditions.

Equipment:

Personal computers, mainframe computer terminals, CADD workstations, calculators, telephones, print machines, copying machines, and small hand tools.

Essential Functions

 1. Applies engineering principles, knowledge, and standards to direct the inspection of materials and workmanship on bridge design projects.
 2. Work in hazardous situations, around moving equipment, in traffic, at heights, on steep grades, ladders, and uneven surfaces.
 3. Be able to traverse steep grades and uneven terrain on a limited basis.
 4. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 5. Use required personal protective equipment and be responsible for its care, storage, and maintenance.
