Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position supervises staff and oversees processes related to the generation, implementation, and compliance of contract and grant services and agreements designed to address the needs of customers and salaried and wage employees across various job titles. This includes collaborating with facilitators to establish agreements, procure support and services, as well as formulating processes and recommendations for a variety of initiatives. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises lower-level administrative officers in the establishment and modification of OVR procurement contracts. Develops specialized agreements independently ensure provider service availability to OVR customers across the Commonwealth. Serve as a liaison with program specialists and L&I procurement staff to establishes contract and grant agreements and ensure services are procured and programs funded through state and federal awards and in compliance with all applicable state and federal statutes and policies. Analyzes, develops, and modifies operational policies and procedures for establishing contractual and grant agreements and evaluates staff recommendations to ensure conformance with the Rehabilitation Act as Amended and all other state and federal statutes and regulations. Conducts research for data used in writing policies and formulates program objectives to enhance services to OVR customers and citizens with disabilities. Provides training and technical assistance to district offices, providers, customers and advocates regarding OVR services and contracting requirements. Prepares reports and correspondence in collaboration with the budget and admin division to recommend opportunities and options in the use of contracts and grant funding. Provides input on contract allocations, identifies agency-specific service needs, and designs initiatives to address those needs. Analyzes new opportunities for initiatives and collaborating with external entities when necessary. Analyzes proposed legislation, regulations, and policies and provides consultation and recommendations in the development of legislation, regulations and policies to enhance services to OVR customers and citizens with disabilities across the Commonwealth. Provides technical assistance to program staff in the development of statements of work and required elements for the initiation of a procurement process. Gathers information required for submission to the OVR state board on a quarterly basis. Advises OVR Executive Leadership regarding all matters related to assigned areas of responsibility. Works with L&I procurement to establish vendor office hours and technical assistance meetings. Collaborates closely with OVR’s Budget and Administrative Services Division on all matters related to funding availability. Attends training and other statewide events relevant to job description. Provides updated information to stakeholders, OVR program staff, and fiscal staff to ensure compliance with policies, procedures, and regulations. Reviews shopping cart and purchase orders for accuracy and completion. Collaborates closely with OVR’s Budget & Administrative Services Division on all matters related to OVR and state and federal grant awards. Collaborates and works closely with L&I Procurement and CGS Specialists to establish contractual agreements. Tracks and retains information concerning all contractual and grant agreements to ensure renewals and extensions are completed in a timely manner. Works with procurement and BDISBO to ensure the engagement of small and diverse business. Reviews and updates the required information for State Plan requirements as needed. Reviews shopping cart submissions and ensures accuracy of information required to generate a purchase order. Performs other duties as assigned. |
