Position Purpose:

The Fair Fund Administrator is responsible for planning, administering, and evaluating a comprehensive statewide program relating to the development and support of Pennsylvania's agriculture and community fairs. The Fair Fund Administrator oversees grant programs related to fairs, agriculture and rural youth programs, and state-wide agriculture organizations.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Manages the administration of a multi-million-dollar grant program as it pertains to the Pennsylvania Agricultural Fair Act, overseeing capital improvement grants, premiums and fair reimbursements.

Serves as the liaison with the Pennsylvania State Association of County Fairs, working closely with the Association’s leadership and attending the annual convention, spring and fall Zone meetings, and regional and/or national meetings, as appropriate.

Coordinates the Department’s activities at fairs, including attendance by the Secretary of Agriculture and other Executive staff, Friends of the Fair Awards, annual poster contest and youth baking contest, among others. Personally attends numerous fairs throughout the fair season.

Oversees the Fair Advisory Committee, scheduling meetings and providing program updates as needed.

Coordinates professional development training for fair leadership, such as fundraising, budgeting and strategic planning.

Works in tandem with the Bureau of Standardbred Horse Racing regarding reimbursement guidelines for the Commonwealth’s fairs that host harness racing.

Maintains working relationship with state 4-H and FFA leadership regarding youth involvement at fairs.

Develops communications and marketing strategies for promoting the fairs program, including the design, production and distribution of marketing materials, advertising and social media related; writes quarterly Fair Talk column for the Pennsylvania State Association of County Fairs.

Provides educational awareness of Pennsylvania’s agriculture and community fairs to key constituents, including legislators and agricultural leaders, and the public at large.

Shares supervisory responsibilities for staff member assigned to assist fairs; coordinates activities with other Bureau staff in support of fair programs.

Coordinates with other Bureaus and Departments whose programs and initiatives can assist with the growth and profitability of Pennsylvania’s agricultural and community fairs. This includes the Pennsylvania Farm Show, considered to be the “state fair.”

Represents the Department at meetings and functions related to his/her responsibilities.

Demonstrates a commitment to meeting and exceeding expectations of the bureau/program's customer(s) at all times.

Drives to fair sites.

Applies Lean tool(s) to day-to-day tasks when a process has been identified for improvement.

Performs other related work and administers additional programs and activities, as directed.
