Position Purpose:

The Information Technology Generalist Administrator 2 serves as a senior technical and consultative resource for the Technical Support Services team within the Cross Application Integration (CAI) bureau of the Employment, Banking, and Revenue (EBR) Delivery Center. This position is responsible for the administration, support, and oversight of all functions related to the GlobalScape and MOVEit Managed File Transfer platforms. The role ensures secure, reliable, and compliant file transfer operations for interfaces supporting the Departments of Labor & Industry (DLI), Revenue (DOR), State (DOS), and Pennsylvania Insurance Department (PID), across both legacy systems and modernization initiatives.

Description of Duties:

Serves as the lead administrator responsible for delivering Managed File Transfer (MFT) and Secure File Transfer (SFT) services for the EBR Delivery Center, supporting applications across DLI, DOR, DOS and PID. Program areas include Commonwealth Workforce Development System (CWDS), Workers’ Compensation Automation and Integration System (WCAIS), State Workers’ Insurance Fund (SWIF), UC Benefits (BenMod), PaTH, Lottery, Pennsylvania Licensing System (PALS); as well with all external entities such as the IRS, Social Security Administration (SSA), and FISERV.

Responsible for providing ongoing administration and maintenance of shared products (e.g., MOVEit and GlobalScape) to not only ensure optimal performance levels but to provide products and their supporting infrastructure to end users in a supported state.

Serves as subject matter expert for solution management discussions, plans, and efforts associated with agency modernization efforts leveraging either MOVEit or GlobalScape.

Delivers full system development lifecycle support, including requirements, design, development, testing, implementation, and post-production; ensuring operational continuity and compliance.

Collaborates with EDC network teams to troubleshoot and resolve connectivity issues. Maintain documentation related to MOVEit and GlobalScape hosting, firewall configurations, and policy exceptions. Submits modifications and change requests through ServiceNow as required.

Analyzes system and integration requirements to ensure compliance with OA IT Policies (Information Security, Data Classification, Data Management, Encryption), Federal Information Processing Standards (FIPS), SSA policies, and IRS Publication 1075. Provides guidance to program areas and partners to support adherence.

Resolves deficiencies related to encryption in transit and at rest. Recommends secure transmission protocols and methods for internal and external data transfers. Failure to adequately plan and execute system maintenance could result in serious disruption to the production operating environment.

Ensures all system maintenance activities, including installation of new program components or application of corrective and preventive actions are thoroughly evaluated, tested, and approved prior to production deployment to avoid operational disruptions.

Works independently with vendors, technical personnel, system administrators, and support representatives to resolve complex issues related to operating systems, subsystems, and high impact software components critical to reliable daily operations within the EBR Delivery Center.

Directs and assists key personnel in scheduling and meeting project deadlines. Identifies and communicates risks and mitigation needs to management and to the EBR PMO, if assigned, to support timely project delivery.

Participates in and conducts meetings with delivery center staff, program stakeholders, vendors, and other relevant parties to coordinate MFT operations and initiatives.

Maintains up-to-date knowledge of evolving technologies, tools, methods, and industry trends relevant to managed file transfers, enterprise integrations, and the taxation industry (as part of DOR support).

Adheres to all OA enterprise, EBR delivery center, and departmental security policies.

Provides professional representation at internal and external meetings, events, and collaborative sessions or engagements.

Be knowledgeable of, adhere to, and contribute to established service management process and procedures; knowledge management processes and procedures; and digital accessibility regulations and standards.

Responsible for making decisions that directly affect many EBR processes in relation to the software responsibilities and other duties listed above.

This position exercises independence in making decisions that directly impact numerous EBR processes and program areas, particularly those related to the administration, security, and performance of the managed file transfer platforms and responsibilities and duties detailed above.

Decisions often involve evaluating technical risks, determining appropriate solutions, ensuring policy compliance, and coordinating with internal and external partners to maintain secure and efficient file transfer operations.
