Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. This position is professional work in reviewing and administering the fiscal portion of the Migrant Education Program (MEP) with particular emphasis on budgetary regulations guidelines and accounting practices in accordance with Federal and State guidelines regulating grants. 2. This position is the lead fiscal officer that oversees all grants and provides monthly status reports to the Division Chief. 3. Develop funding formulas and a plan for the distribution of funds to the LEAs and submit to the Division Chief for approval. 4. Provide technical assistance and coordinate the completion of the state and federal migrant grant applications, requesting additional information, if necessary, and review for accuracy of grant application. 5. Administer the fiscal portion of the state migrant grants and the Dollar-A-Day program. 6. Prepare and process all fiscal transactions that are necessary for accurate grant procedures such as budget revisions, chargebacks, allocations, expenditure adjustments, etc. 7. Receive budget reports and requests from our internal budget department to provide or verify grant information. Respond promptly by analyzing the information obtained from the SAP and Analysis for Office data systems, with any special criteria in order to create the requested data. 8. Create and analyze reports for the Request for Approval of Federal Funds (RAFF) submit to Division Chief for approval. 9. Collaborate with other fiscal team staff. 10. Serve as liaison to the Comptroller’s Office, Legal Office and agencies concerning application approval and other migrant education matters. 11. Analyze reports from the State database to determine systemic shifts in enrollment, student achievement, program outcomes, mobility and other issues that affect the direction of the program. Make recommendations to the Division Chief for statewide policy adjustments to respond to these changes. 12. Evaluate documents received from the project areas. Review and analyze for procedural accuracy and adherence to fiscal regulations. Make recommendations to the Division Chief and to local project directors for modifications to increase effectiveness of fiscal and administrative components. 13. Oversee PA’s statewide migrant education student database and assessment system contract. Direct the activities of the contracted database coordinator. Advise local project managers and data entry specialists. Develop guidelines for the collection of data and its components and submit to the Division Chief for approval. 14. Participate in completion of the statewide Comprehensive Needs Assessment and Service Delivery Plan process. 15. Participate in the MEP team to monitor the grantees. Conduct on-site visits to determine compliance with state and federal guidelines. Recommend plans of action to correct areas of non-compliance. Prepare the monitoring tool and reports. Evaluate effectiveness by conducting on-site visits. 16.Ensure that all documents are ADA compliant, when necessary. Set up File Transfer Protocol (FTP) accounts for verification of expenditures. Submit tickets for any issues that require technical assistance. 17.Analyze Financial Accounting Information (FAI) reports, including cash on hand reports, and manually monitor the payments, if necessary. 18.Prepare and verify the Schedule of Expenditures of Federal Awards (SEFA) report and obtain required signatures. 19.Recommend statewide procedures for the MIS-2000 data system based on the committee discussions. Present recommendations to the Division Chief for approval. 20.Participate in the planning and implementation of the annual statewide in-services, quarterly data specialists’ trainings. 21.Participate in the project managers meetings, statewide conference, and staff in-services. Identify needs for discussion with local directors. 22.Plan and present workshops at local, state, and national events 23. Perform other duties as assigned |
