This position oversees warehousing and distribution operations to ensure the ongoing success of PLCB’s robust retail store network. This position also serves as the primary contact for the DC’s Contract Operator. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Monitors vendor/contractor performance in the receipt, storage, and shipment of alcoholic beverages into the DC and out to the retail stores. Builds positive professional relationships with members of Contractor’s management team, to allow free flow of information necessary to optimize service to stores. Ensures contractor compliance in the receipt, storage, and shipment of alcoholic beverages into and out of the Western Region Distribution Center, to include packaging, palletizing, floor loading of product, labeling, and other contract covered issues and requirements; resolves problems with contractor's operations manager or designated point of contact. Ensures accurate receipt, product selection, and shipment to PLCB retail stores through daily correspondence from Central Office, via telephone and e-mail correspondence with Distribution and Logistics personnel, and through daily monitoring of activity at the assigned Distribution Center operations. Ensures that above work is performed per contract language; identifies, secures, and monitors needed repairs; requests/evaluates bids and quotes; orders parts; replenishes supplies; monitors equipment/systems and interacts with appropriate service provider when required; approves invoices for payment, completes related paperwork as required. Monitors the completion of warehouse transfers Distribution Center Transfer Orders (DCTOs). Communicates with other Distribution Centers as necessary. Periodically reviews established methods, techniques, and procedures to ensure optimum receipt, storage, and distribution of alcoholic beverages, makes recommendations for revisions as appropriate. Monitors contractor and employee adherence to prescribed safety and security procedures; ensures compliance with applicable federal, state, and local cleanliness, sanitation, maintenance, and safety regulations. Reviews the weekly, monthly, and yearly Damage and Operational Loss (DOL) with the contractor’s designated representative. Track trends and make recommendations for future improvements. Identify any anomalies and report occurrences to the appropriate party (3PL contractor, store management, D&L leadership) for resolution. Ensures contractor compliance and adherence to PLCB Cycle Count Procedures. Coordinates with the Contractor and Audit teams to ensure all monthly, quarterly, and yearly reviews are completed. Performs oversight of the Contractor for all cycle count activities including the contractual quarterly, any wall to wall inventories and any supplier requested bailment inventory counts. Reviews and signs-off on all warehouse transactions and circumstances which are exceptions to shippers'/warehouse contractor's chain of accountability (over shipments, under shipments, and breakage). Performs oversight of the Contractor for all cycle count activities including the contractual quarterly, any wall to wall inventories and any supplier requested bailment inventory counts. Participates in the monthly budget review with the contractor and PLCB senior leadership. Prepares quarterly feedback to provide back to the contractor’s senior leadership team. Provides input and suggestions to the PLCB management team on future budget requirements. Ensures that damaged merchandise is processed in accordance with prescribed contract or vendor disposition instructions. Ensure that merchandise designated for destruction is prepared and shipped in accordance with PLCB destruction vendor specifications. Maintains records via various Agency electronic systems; monitors the contractor's responsibility in the record keeping of all receipts, shipments, transfers, shortages, and breakage. Assists the PLCB's Office of Comptroller Operations auditors and the Auditor General's staff with periodic inventories as required. Approves requisitions for office supplies used by PLCB onsite staff. Performs supervisory duties for subordinate Agency employees, to include approving requests for leave, preparing and signing Employee Performance Reviews (EPRs), investigating and resolving or providing first-step responses in the grievance process, initiating corrective action for misconduct, participating in the hiring process, planning, and assigning work, interpreting rules, regulations, policies, etc. for subordinates, evaluating educational/training needs, interpreting contractual obligations, and modifying the work environment or process to conform to changing conditions. Coaches and develops Assistant Manager, Inventory Control Analyst, clerk(s) and other staff to build a robust, cross trained team. Communicates and directs communication as needed with carriers & vendors to improve inbound visibility and accuracy. Tracks and verifies all late, missed, cancelled, and no-show inbound appointments. Communicates all tracked information to the Inventory Planners and Vendor Compliance teams. Establish protocols to contact inbound carriers and vendors when planned loads are late or show as planned in Host but are never scheduled for delivery at the DC. Participates in meetings and discussions with the larger Distribution and Logistics team to facilitate the free flow of information and expertise across the DC network and around the PLCB supply chain team. Responds after hours to emergencies at or involving the distribution center. In conjunction with the facility operator, follows procedures to resolve all issues that may impact service to stores. Performs site visits to new and existing delivery locations. Existing location visits will consist of problem resolution if needed, contractor evaluation at location level, and potential changes or improvements to deliveries at select location. New location visits are to determine delivery viability including day(s) of the week, equipment required, and location accessibility. New location visits can be performed in conjunction with the 3PL contractor. Interacts with members of Teamster’s (IBT), AFSCME, UFCW, and ISSU unions. Monitors performance and accuracy of contractor-provided systems and reports. Utilizes Oracle-generated DC inventory management reports to monitor daily work. Oversees communication with Store Managers, District Managers, Regional Office, and Central Office staff to resolve shipment issues and improve inventory accuracy between PLCB and Contractor. Performs other related duties as required. |

This position exercises independent judgment and problem-solving skills to resolve emergency situations, daily workload issues, discrepancies with the DC contract operator, inventory management issues, required purchases of repair and maintenance items and equipment, as well as resolving product receipt discrepancies between the DC and the retail stores. This position promptly informs the supervisor of any system failures, contractor work stoppages, inordinate inventory discrepancies, excessive damages, potentially controversial matters, issues with far reaching implications, and intractable problems. Work is reviewed through reports and conferences for adherence to management established performance standards, goals, and metrics for budgeting, inventory, cost controls, and productivity objectives. Manager consults with Director of Distribution & Logistics in determining projects to initiate, developing timelines, and identifying resources required to complete assignments. |
