Position Purpose:

This position involves all duties and responsibilities associated with managing and supervising the Traffic Operations and Highway Occupancy Permit Sections of the District Traffic Unit, including Traffic Impact Study reviews.

This position involves all duties and responsibilities associated with managing and supervising the Traffic Operations, Highway Occupancy Permit Sections of the District Traffic Unit including but not limited to:
Traffic Operations

Manage the District's Sign Inventory and Management Program, using SAP and assist the County signing crews in reducing work order backlog.

Design and/or review the development and implementation of all signing, pavement marking and delineation plans.

Continue the District's All Weather Pavement Marking (AWPM) Program, including the annual development of the contract.

Provide technical advice and expertise for the District's Line Painting Program.

Ensure the timely resolution of all complaints dealing with signs and pavement markings.

Ensure the accurate and timely implementation of all emergency detour signing.

Ensure the accurate and timely completion and start-up of the annual sign damage and repair contract.

Ensure the proper scheduling and completion of the District's annual Sign Meeting.

Highway Occupancy Permits

Review engineering studies involving access to major developments (Traffic Impact Studies).

Directs District adherence to Federal and State laws and regulations, and Department policies and procedures relating to the review and issuance of highway occupancy permits, inspection, acceptance of work, processing of permit fees and retention of records. Supervises Department staff and directs consultants assigned to district and county permit offices. Provides permit program information to applicants, consultants and other interested persons. Addresses the resolution of permittee problems as they arise.

Controls the quality and efficiency of Permit Unit activities, including application reviews. Addresses the resolution of permittee problems as they arise. Promotes customer service and employee involvement initiatives and provides special reports and services for Department and interested persons, as required.

Serves as the single point of contact for all occupancy permit applications. Leads coordination of the review of complex or critical permit application submissions with district and/or central office personnel that participate in the approval process. Administers consultants permit application reviews and/or inspections.

Responsible for managing district, county and consultant permit personnel to ensure application processing and permit construction inspection are in accordance with laws, Department regulations, policies, procedures and construction specifications

Conducts scoping meetings with applicants, consultant engineers, municipalities, appropriate Department personnel (which may include: geotechnical, right-of-way, utility, design, traffic, construction, bridge, maintenance, environmental and pavement design staff), for proposed occupancy of or access to highway right-of-way. Understands, interprets, and explains Department regulations (i.e., Chapters 441 and 459), standards, specifications and policies, as they pertain to highway occupancy.

Coordinates HOP reviews with affected units, including scoping meetings, conceptual reviews, design reviews, and correction conferences. Addresses necessary field changes and dispute resolution with respective units, applicants, permittee, consultants and/or contractors.

Reviews and approves/denies occupancy requests for development along State highways; determines need for traffic and hydraulic studies, coordinates reviews and recommendations related to these documents.

Manages work flow and coordinates reviews by electronic means through EPS (electronic permitting system). Review EPS reports and track that District is meeting stated targets. Attend EPS training and be approved for instructing employees and external users.

Prepare Marcellus Shale HOP Reports as required by Central Office. Prepare tracking reports for EMA requests and road finals. Work with consultant inspection on Marcellus Shale activities.

Understands and uses various computer software and hardware needed to effectively administer all permit programs.

Reviews limited access and interstate permit submissions for applicability to FHWA Exemption Agreement. Recommends approval/disapproval to the District Engineer of applicable limited access and/or interstate permits.

Reviews and recommends/denies requests for waivers/modifications of design requirements based on regulatory factors and tort law.

Conducts final inspections of major permit projects. Verifies compliance and documents deficiencies of work for follow-up action.

Ensures permit programs are consistent with Departmental goals by organizing, directing, planning, and coordinating the strategic efforts of maintenance programming and permit programs with intermodal transportation systems, customer needs and expectations, sound management practices and principles.

Reports average response times for high and medium volume HOP applications to the District Traffic Engineer. Provides monthly status report of Traffic Impact Study/Highway Occupancy Permit submissions to the District Programming Management Committee.

Assists Department attorneys in the preparation for and participates in administrative hearings and other judicial proceedings as required.

Prepares correspondence generated within Permit Unit.

Recognizing that everyone is involved in the District’s actions to demonstrate sound environmental practices, each employee fulfills the objectives related to the Strategic Environmental Management Program (SEMP). Also, takes an active role in supporting the efforts of other employees to meet these objectives.

Attends environmental training identified for this Working Title in the District's SEMP Manual.

Workforce and Succession Planning

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.


Department Green Plan Policy:

Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.


Fair Labor Standards Act (FLSA):

Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours, employees work are fully accounted for on payroll sheets.

Major issues are referred to the supervisor. This position requires a lot of independent thought and decision making.
