Position Purpose:

Under the general supervision of the Acting Vocational Rehabilitation Manager 2, the District Administrator (DA) of the Office of Vocational Rehabilitation (OVR) Washington District Office (DO) is responsible for the implementation of the State/Federal Vocational Rehabilitation (VR) Program in the three-county DO service area. VR services are provided to individuals with disabilities who can benefit from and who need assistance in preparing for, entering, retaining, or advancing in employment.

Description of Duties:

PLANNING:
Responsible for developing strategic and operational plans required to ensure the provision of VR services to eligible applicants, and the provision of Pre-Employment Transition Services (Pre-ETS) to potentially eligible student referrals and eligible student applicants. Includes the analysis and synthesis of data regarding targeted disability groups, service options, cost-effectiveness, outcome expectations and budgetary impact.

Responsible for the development of expenditure plans required to ensure sound fiscal management and the availability of funds for needed customer services. Major categories of expenditures (diagnostic services, medical services, job training services, Pre-ETS, etc.) are identified and plans developed to accommodate shifting service needs or changes in agency policy.

Responsible for planning staff assignments, area of coverage, caseload composition and other aspects of personnel utilization as it affects service delivery.

ORGANIZING:
Responsible for the development and implementation of the DO table of organization, i.e., caseload assignments, supervisory unit composition/function, clerical assignments, fiscal operations, etc.

Responsible for the development and implementation of the DO information dissemination/internal-external communication system. Ensures that changes in agency policy, regulations, procedures, etc. are conveyed to staff in a timely and appropriate manner.

Responsible for liaison and joint planning with external community agents, to include other State and Federal agencies, public/private sector VR service providers, advocacy/consumer organizations and employer representatives.

Promotes the successful employment of individuals with disabilities as an active board member/participant of the Southwest Corner Workforce Development Board (WDB). The WDB ensures employers needs for a skilled workforce and workers needs for career and economic advancement are met. Participates in WDB committee meetings as appropriate to ensure access for people with disabilities.

Responsible for planning and development of Washington DO’s presence/participation in CareerLink sites within the three county DO service area.

DIRECTING:
Responsible for the overall direction of the workforce. Provides leadership, guidance and direction concerning agency philosophy, changes in policy, procedures, or regulations in a manner that displays appropriate compliance and support. Directs OVR participation at the various CareerLink sites operational within the District Office catchment area. Designates staffing and service provision at these sites to ensure that individuals with disabilities be afforded the full array of employment services authorized by the Workforce Investment Act (WIA) of 1998, and the Workforce Innovation and Opportunity Act (WIOA) of 2014 that superseded and reauthorized WIA.

Responsible for establishing and reinforcing performance expectations and outcomes for staff.

Responsible for the appropriateness of service delivery to agency customers. Makes judgments on difficult/atypical situations.

Responsible for establishing workload assignments for staff and the delegation of appropriate assignments to staff.

SUPERVISING/STAFF DEVELOPMENT:
Directly supervises the Assistant District Administrator (ADA), the Vocational Rehabilitation Supervisors (VRS), and the Clerical Assistant 3 (CA3). Responsible for the performance evaluations, leave administration, daily supervision and professional development of those positions.

Acts as an Employee Performance Review (EPR) Reviewing Officer for applicable staff upon request.

Responsible for the evaluation of employee strengths and weaknesses and for the completion of performance improvement plans when applicable to enhance performance.

Responsible for ensuring the completion of all personnel action requests.

Reports staff vacancies as they occur and takes appropriate action to replace needed positions.

MONITORING/CONTROLLING:
Responsible for monitoring the appropriate encumbrance and expenditure of customer service funds, controlling expenditures to ensure adequate service provision to the largest possible number of customers, and taking corrective action when negative trends become evident.

Responsible for ensuring that VR services are provided in a manner that complies with Federal/State legislation, regulations, agency policy and procedures.

Responsible for the management of annual/sick/unpaid leave to ensure continued effective operations. Maintains sick leave utilization in accordance with agency objectives.

Responsible for ensuring that the DO meets established performance goals.

EVALUATION:
Responsible for the evaluation of DO operations to include quality assurance, casework compliance with legislation, regulations, policy and procedures, staff performance, cost effectiveness of service provision, outcome expectations and services to targeted disability groups.

Responsible for the evaluation of VR and Pre-ETS needs of persons with disabilities who reside in the DO service area. Develops new service opportunities and evaluates their effectiveness.

LABOR RELATIONS/EQUAL EMPLOYMENT OPPORTUNITY (EEO):
Responsible for local Labor-Management sessions with representatives of appropriate labor unions. Resolves legitimate complaints responsibly and in a timely manner.

Maintains appropriate contact with Department of Labor and Industry Employee Relations/Labor Relations staff and Central Office.

Deals with formal grievances per established guidelines and union contracts. Works with the Employee Relations Division who takes the lead on investigating and responding to grievances.

Responsible for ensuring that the workplace is maintained as a safe and pleasant environment. Works with the landlord/building superintendent to ensure compliance with lease specifications. Conducts regular safety inspections and reports unsafe/unsanitary conditions to the appropriate agent.

Responsible for reinforcing Commonwealth EEO policies and procedures with staff and ensures that both staff and customers are treated in a non-discriminatory manner.

COMMONWEALTH WORKFORCE DEVELOPMENT SYSTEM (CWDS):
Accesses and updates participant records, provider information, and fiscal information using a web-based application (CWDS) as necessary.

Performs all case approval functions for confidential cases within CWDS.

Generates reports from a standardized list of parameterized reports, which exist in CWDS and are available on demand.

Uses the CWDS Ad-Hoc reporting tool to generate and maintain Ad-Hoc or on-demand reports as needed/requested.

OTHER DUTIES:
Leads and/or participates in work groups, completes special assignments, and attends meetings, conferences, and training opportunities as needed/required.

Performs other duties as necessary/assigned/required.




Decision Making:

The District Administrator makes all local decisions that pertain to the local DO. Issues that might have statewide implications are discussed with the Bureau Manager and/or the Bureau of Vocational Rehabilitation Services (BVRS) Director.

Position entails a high level of independent decision-making on all issues pertinent to the effective operation of the District Office.
