Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The incumbent in this position is responsible for the direct supervision of a team of LCB Licensing Technicians I's and II's in the Licensing Information Center who review and approve renewals/validations, manager applications, correction to licenses, special occasion permits, change of business structures, extension of premises applications as well as others. The work performed requires extensive knowledge of the Liquor Code, Regulations, Board Policy, and Case Law, in addition to caseload management, legal procedures, disciplinary and grievance procedures; in-depth knowledge of the Bureau of Licensing POSSE and PLCB+ systems and its impact on the day-to-day work process; answering telephone calls as well as monitoring staff who answer telephone calls; develop management and communication skills with a strong focus on customer service. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Duties include work review to assure compliance with established procedures; establishing guidelines for completion of work; monitoring work in progress; giving guidance and assistance on complicated transactions; interpreting laws and regulations; making recommendations for Board action; recommending changes to policy and procedure; recommending technological changes or improvements; assigning work and scheduling leave; and needs assessment for training purposes. Performs supervisory duties such as the review and approval or disapproval of leave usage; development of appropriate performance standards and expectations for assigned staff, preparation of employee performance standards, interpretation of agency, administrative and Commonwealth rules, regulations, and policies, interpretation and proper application of bargaining unit Master Agreement language; interviewing prospective employees and selecting, or recommending the selection of a preferred candidate; receiving and resolving or recommending the resolution of employee grievances and complaints; and maintaining appropriate records and files of unit accomplishments/workloads/operations. Provides direction and support to team members on a day-to-day basis to ensure that appropriate action is taken on application in accordance with established time frames. Exercises discretion and independent judgment in decisions affecting licensing approvals of certain transactions in accordance with various delegations of authority. Prepares and signs employee's Performance Evaluation Reports. Supervises the examination of applications, supporting documents and fees for the various types of licenses and permits processed in the Bureau of Licensing to determine their correct execution and eligibility of the individual applicant or corporation and the premises to be licensed for the license or permit as set forth in the application document. Supervisor is responsible for coordinating the accurate and timely report review of a variety of licensing applications, ensuring adherence to all statutory, regulatory and policy criteria governing licensed establishments. Monitors the review of licensing investigative reports ensuring that all transactions are approved, concluded and/or the necessary action taken. Ensures section accuracy in the examination and determination of the acceptability of legal documents, such as agreements of sale, partnership agreements, leases, court orders, franchise agreements, IRS seizures, sheriff sales, bankruptcy orders, opinions, liens and writs. Coordinates the timely and proper emailing and mailing of notification letters listing specific objections to the renewal to licensees whose renewal applications are still pending for the eleven licensing districts. Oversees the daily operation of the Board's Licensing Information Center and telephone call distribution system as well as the Service Now Email system. Maintains schedule for sufficient telephone coverage under the Board’s telephone call distribution system. Prepares summarization of complicated cases for discussion with the Chief of LSPMD and Director of Licensing. Assists the Evaluation Division in an intermediary capacity disseminating information to the public or other Government Agencies. Maintains effective working relationships with other public officials and law enforcement agencies. Supervises and performs the instruction and training of subordinate staff in the performance of their duties, review and analysis of cases and in the laws and regulations governing liquor licenses. Conducts initial training for new hires in the LCB Licensing Technician I and II classification, and ongoing/refresher training of staff in the more complex applications and document processing procedures. Prepares and/or assists in the development of new and/or revised training syllabi and procedural manuals which incorporates the practical application of the procedure with the technical application of the Licensing POSSE, PLCB+ systems and the Board’s telephone call distribution system. Prepares suggestions for and participates in the development of Licensing Bureau policies and procedures and the interpretation of various statutes and regulations governing licensing operations. Possess a working knowledge of the Bureau's Licensing POSSE, PLCB + systems, the Board’s telephone call distribution system, the Service Now Email system and its impact upon the day-to-day work processes performed within the LSPMD Division and other divisions within the Licensing Bureau. Reviews special reports, prepares discrepancy or approval letters in absence of employees. Holds meetings to inform subordinates of changes in Board procedures and regulations, and provide assistance. Communicates with and recommends appropriate action to the Chief of LSPMD on various issues as a result or review of investigative reports by staff. Performs related work comparable with the classification and assists others as required. Performs other related duties as required. |
