Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Lead the design and architecture of highly complex application solutions within the Pennsylvania Game Commission (PGC), ensuring alignment with strategic business objectives. Provide advanced leadership on application development projects, guiding teams through all phases of the software development lifecycle. Direct and manage a development team of 7 developer contractors, assigning tasks, monitoring progress, and ensuring adherence to best practices and enterprise development standards. Manage workload to deliver timely, quality deliverables Serve as a principal architect for 85 + highly complex PGC custom developed applications such as Prosecution, Hunter Access, Permits, Timesheet, Oil and Gas, Work Plan, and others. Validate existing architecture and provide feedback to BATS division chiefs for Data Resources, Technical Solutions and GIS as well as the Chief Information Officer (CIO) on any gaps and areas of improvement. Attend design sessions with the Business Analyst staff as well as collaborate with development staff to come up with best architectural solutions. Ensure consistency in architectural implementation across projects. Perform code reviews as an end step in the System Development Life Cycle utilizing Co Pilot and other Visual Studio IDE tools to identify common vulnerabilities, performance hints, and enforce consistency and standards in the code. Work with development staff to understand the issues flagged and create suggestions for code changes while validating what the AI has provided as feedback. Work with the Security Officer to identify use cases for utilizing Copilot for debugging and creating a policy for development staff. Perform research into new AI tools and develop use cases to be adopted at PGC working with the Security officer and Technical Solutions Division chief as well as the OA AI team. Perform administrative management of team of contracted developers. Ensuring compliance to office attendance policies, reviewing schedules, and communication. Work with Data Resources division to attend daily stand-ups and sprint grooming meetings to understand work priority and requirements. Review hour estimates assigned by developers in User Stories and bugs and determine if they are appropriate, work to create a sprint cadence. Identify code, security, or process risks and communicate them to other teams. Act as the lead in resolving high-impact application issues, coordinating with Data Resources, Technical, and GIS IT division chiefs to ensure timely resolution. Lead SSL/TLS certificates renewals and keep an inventory of all of them. Ensure they are renewed on a timely basis. Lead CA2 security process with Technical and Data Resources division chiefs to determine readiness and ability to deploy projects. This includes running the code through SAST and DAST scans and coordinating with the security team for host scans as well as working with the security team to document all the artifacts so they can be submitted to OA for review. All external facing applications must adhere to this process per OA policy. Establish, implements, and maintains the application development security policy for automated computer systems working with the security team. Ensure all solutions comply with Criminal Justice Information (CJI) data requirements, FedRAMP security standards, and agency and state governance policies. Responsible for the development, testing, and implementation of disaster recovery (DR) procedures ensuring that applications remain available, resilient, and recoverable for PGC internal systems as listed above. Ensure that disaster recovery procedures minimize downtime and data loss working directly with Technical Services division chief, security staff, and Data Resources division chief. Participate in DR drills and update plans based on risk assessments. Manage PGC’s installation of Microsoft Dev Ops to run statistical reports for developer hours performing analysis on output and share with the Data Resources division chief, create new areas as needed, and ensure compliance with Continuous Integration/Continuous Deployment (CI/CD) pipeline which is an automated approach to software development. Ensure that CI/CD pipelines exist for all applications and set them up where they are missing, that automated testing is occurring in the pipeline, and tracking the performance and logs after each deployment for errors. Lead research initiatives to assess the suitability of emerging technologies, tools, and frameworks for continuous improvement of business systems. Analyze current and proposed business processes to design technology solutions that maximize system efficiency and organizational productivity. Provide strategic recommendations to executive leadership regarding technology direction, investment decisions, and system improvement opportunities. Manage vendor relationships with application service providers hosting applications/databases in use by PGC. Serve as primary point of contact, authorize modifications to Production environment, manage outstanding service requests, and all environments. Facilitate training programs, create documentation, and deliver technical support to ensure successful adoption and sustainable operation of developed solutions. PGC has a mission critical Prosecution system that handles records for law enforcement activities for both the PGC and Pennsylvania Fish and Boat Commission (PFBC). Due to the sensitive nature of this data the applicant must undergo a fingerprint-based records check to comply with the Federal Bureau of Investigation (FBI), Criminal Justice Information Services Division (CJIS) standards and maintain CIJS certifications with yearly training. Perform other duties as assigned. |

Evaluates and recommends software products and solutions to senior staff, including technical and economic feasibility, implementation schedules and cost estimates. |
