This position is responsible for the following: Performs independent analysis, planning and project management of tax administration and compliance programs and functions to advance the enforcement program of the PA Department of Revenue and to retain and stimulate voluntary compliance. The incumbent is responsible for all aspects of compliance program development including interpreting and applying agency tax policies, data analysis, case selection, drafting taxpayer notices and/or forms, receiving and compiling responses, and evaluation of results. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position is assigned to the Bureau of Registration and Taxpayer Management that reports to the Deputy Secretary for Taxation. The primary functions of the Bureau are to: • Prepare detailed financial, statistical and operational analyses supporting decision making in case selection in all of these operations, • Recommend compliance operation workflow improvements, • Develop and coordinate the implementation of new discovery projects, and • Operate and manage discovery initiatives as part of the overall compliance program. The incumbent reports directly to the Revenue Fiscal Analyst Supervisor and receives assignments in writing or orally from the Supervisor. The incumbent, independently and as part of project teams, is responsible for the following: Performs comparative fiscal analyses of enforcement programs and operations with the purpose of determining the most effective and efficient allocation of resources for each initiative. Uses the results of these analyses to make recommendations for an annual enforcement resource allocation plan compiled by the Bureau. This employee is primarily responsible in assigned tax and operational areas for conduct of these major fiscal analysis projects to support the enforcement and collections mission of the Bureau and the Deputate. Assists with planning, developing, and implementing enforcement, collections, and examination/audit strategies for the Bureau, the Deputate and for the Department using personal computing systems, personal income and business tax systems, and other internal and external data sources, including but not limited to, individual and business tax data from the Internal Revenue Service, other state agencies and local government. Conducts analysis of enforcement operations and casework to measure Department-wide enforcement activities including but not limited to tax gaps, delinquent account receivables or collectibles, and costs of enforcement/collections. Evaluates proposals for tax compliance and enforcement programs and recommends actions by Supervisor, Director and Deputy based on results of the analysis. Conducts analyses of fiscal, tax, and operational data to support project development and case selection for enforcement, collections and examination/audit cases. Develops and leads the design and implementation of bureau tax compliance programs based on tax gaps, available data, and exam/audit manpower and system resources. Fully documents and flowcharts programs, applications, commands and methodology to produce a permanent record substantiating the analytical methods applied. Meets with enforcement, discovery and voluntary compliance program personnel to review the results of selected cases and to adjust procedures for selecting these cases. Evaluates enforcement, collections and examination/audit activities and prepares performance plans and evaluations for review and response by senior managers. Develops and supports Bureau and Department management reports. Prepares and delivers presentations on the development of new projects, status of existing projects and project results. Assists with case reviews and providing guidance/answers related to issues/questions that arise. Works with Revenue bureaus/offices, other PA state agencies and those of other states for the purpose of studying and sharing information about best practices that will benefit goal of effectively and efficiently pursuing tax collections and protecting the fairness of the tax system. Demonstrate a commitment to the service-oriented culture of the Department. Apply Lean thinking in day-to-day tasks. Performs other related duties as required. |
