Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Construction Project Administrator 2 (CPA2) is a senior-level construction administration professional responsible for coordinating, monitoring, and supporting complex construction, renovation, and infrastructure projects across Commonwealth-owned facilities. This position serves as the central operational bridge between Facilities Management (BFM) and Capital Planning/Capital Projects, ensuring alignment of project execution with facility needs, lifecycle strategies, and the Deputy Secretary’s enterprise operating model. The CPA2 provides technical oversight, contract administration, field verification, and project governance support to ensure projects are delivered safely, on schedule, within budget, and in compliance with Commonwealth standards. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Strategic Liaison & Coordination FM–Capital Planning Integration — Serve as the primary liaison between Facilities Management and Capital Planning to ensure project scopes, facility needs, and long-term asset strategies are aligned. Deputate Alignment — Provide project intelligence, risk updates, and operational insights directly to the Deputy Secretary. Cross-Bureau Governance — Support the Deputate’s operating system by ensuring consistent project documentation, reporting, and decision-making pathways. Project Administration Project Oversight for assigned construction and renovation projects from planning through closeout. Coordinate with design professionals, contractors, facility managers, and internal DGS bureaus. Review and validate project scopes, schedules, budgets, and deliverables. Contract & Procurement Management Contract Administration — Manage construction contracts, amendments, change orders, and claims. • Ensure compliance with Commonwealth procurement laws, DGS policies, and capital project procedures. Technical & Field Oversight Technical Review — Evaluate drawings, specifications, shop drawings, and submittals. Field Inspections — Conduct site visits to verify progress, quality, safety, and adherence to contract documents. Budget, Schedule & Risk Management Budget Monitoring — Track expenditures, forecasts, and cost impacts. • Identify schedule risks, delays, and mitigation strategies. Escalate issues requiring executive, legal, or procurement intervention. Documentation & Reporting Maintain accurate project files, logs, and correspondence. Reporting — Prepare project status updates, risk summaries, and performance metrics for the Deputy Secretary and bureau leadership. Support statewide dashboards, capital planning systems, and facility condition data integration. Compliance & Safety Regulatory Compliance — Ensure adherence to building codes, ADA, environmental regulations, and safety standards. Support commissioning, punch lists, warranty processes, and project closeout. |
