Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans, organizes, directs, and supervises a unit of Vocational Rehabilitation Counselors and Business Services Representative to ensure the provision of vocational rehabilitation services to persons with disabilities. Develops and implements team building concepts and participatory methods in achieving agency, district, and unit goals and objectives. Plans, organizes, and implements the operational goals of the rehabilitation program through scheduling, directing, and monitoring unit work. Assigns referrals to counselors and monitors caseloads, fiscal expenditures, unit work, and case movement. Reviews progress of cases and case closures for quality and quantity of service and adherence to established standards via analysis of case records and case conferences with counselors. Reviews, initials and/or signs appropriate forms, letters, service authorizations, and case files according to accepted policy and procedures. Reviews case and caseloads for appropriateness. Participates in team staffing of cases with counselors as needed. Periodically accompanies counselors to review their field activities with clients, vendors, or employers. Develops and maintains (along with counselors) liaison with employment personnel, facilities, organizations, secondary and post secondary education providers, allied health providers and physicians, and employment associations. Participates in staff development activities by participating in initial staff training, identifying ongoing training needs and assisting with CWDS management and provision of field services to customers. Plans and directs unit staff meetings regularly maintain professional staff's awareness of changing concepts in vocational rehabilitation; informs staff of new policies and procedures, and ensures uniform application of established regulations. Attends and participates in D.O. Staff Meetings. Gathers information and submits records or reports as necessary. Performs related work as appropriate and required. Uses computer and computer data as appropriate for unit information and case reviews. In conjunction with the District Administrator, enacts labor relations activities with unit staff. Initiates progressive and/or corrective disciplinary action for subordinates. Receives grievances or complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or rejects grievance or complaint in accordance with applicable collective bargaining agreements. Receives and approves or denies requests for leave based on unit workload and operational requirements. Initiates and coordinates public relations activity in Schuylkill & Berks Counties. Maintains active, ongoing community liaison with public and private organizations, agencies, advocacy groups and consumers to assess and modify as needed the delivery of vocational rehabilitation services. Functions as a specialist in designated program/disability areas and acts as a technical resource to D. O. staff, management, and the community. Resolves program implementation and service delivery problems with subordinate staff, persons with disabilities, and the community. Reviews counselor itineraries, Daily Activity Reports, and expense accounts to promote efficient and effective use of counselor time. Calculates employee performance on an ongoing basis against jointly established performance objectives; consults with employee as necessary when duties change or discrepancies are noted. Prepares and signs annual, formal evaluation reports to reflect such performance and performance standards on subordinate personnel. Functions as Specialty Area Coordinator for the Reading D.O. as assigned. Travels in and out of the district to attend meetings with customers, providers, employers, and community groups, attends training sessions, participates on work groups, and attends statewide meetings. Accesses and updates participant records using CWDS. Reviews base, detailed and referral information within the CWDS and assigns to the appropriate staff as needed. Approves all eligibility, order of selection, cost information, and closure information that has been entered into CWDS by trainees or interns. Assumes the secondary case manager role within CWDS as operationally necessary. Enters case notes into CWDS in a timely manner so they can be viewed/shared. Other duties as assigned. |
