Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as a Bureau POSSE System Trainer and Web Site Coordinator with responsibility to develop, improve, monitor and update all Bureau of Licensing pages of the PLCB web site, including a limited number of down-loadable, fillable applications and forms.

Serves as a point of contact for the collection of information, activities, and resources for possible inclusion on the Bureau of Licensing site. Controls new information or changes to the Bureau's Intranet and Internet sites. This includes receiving recommendations from other Bureau staff and reviewing other organizations' web sites and printed materials. Maintains the Bureau's letters for use in POSSE and Microsoft Word. Assists in the testing of changes to all BOL systems. Sends e-blasts for the Bureau and Agency when requested to do so. Maintains licensee e-mail addresses. Maintains a log of all Bureau of Licensing reports. Provides statistical reports for POSSE System.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Creates and maintains training material on the BOL’s POSSE System. This includes system usage only, not procedural usage. This material should include how to navigate through the system and helpful information on how to find information within the system.

Develops training sessions on system usage for, but not limited to, Licensing staff, Board attorneys, RAMP staff, BLCE and ALJ staff. This could include travel to Commonwealth District Offices for the PLCB and PA State Police.

Instructs licensees, applicants, and attorneys in the use of the PLCB+ System.

Maintains and responds to the BOL HOTLINE and Resource Mailbox regarding PLCB+ and POSSE. This includes troubleshooting customer problems, linking licensees and attorneys to PLCB+ accounts, navigating the PLCB+ system, and assisting with the filing of information, fees, and applications.

Maintains an in-depth knowledge of the POSSE software, including internal, external and Admin. areas as well as User Acceptance Training sections.

Monitors the ongoing functioning of the online application process. Investigates system malfunctions and coordinates resolution with Bureau employees, online applicants, and IT support staff.

Evaluates the online filing of liquor license applications to the Bureau. The online application process is structured in an interview format, and must adhere to the Liquor Code, Title 40 regulations, and the Bureau's business practices. Develops procedures for the online filing and processing of various application types that are to be brought in-scope for online application availability. Ensures all guidelines and online pages are updated on a regular basis, and account for the impact of any changes to the Liquor Code and Board regulations as they relate to an application type.

Gathers customer service information from licensees and potential applicants through surveys, questionnaires, and queries.

Develops system reports, analyzes systems functionality and requirements, and makes recommendations to the Supervisor for the revision or expansion of technology to better meet the needs of applicants and the Bureau.

Reviews the design and functionality of any new program that needs to be tested, then tests the product in the UAT environment prior to the release into production.

Creates and maintains Bureau of Licensing information on Internet and Intranet pages using HTML elements and functions.

Receives, directs, and responds to the Bureau's electronic mail received in regard to the online application process. Makes referrals to other state agencies or other Bureaus within the PLCB as needed.

Maintains and updates the Bureau's letters for use in the POSSE System and Microsoft Word.
Creates letters for use in PLCB+ system using macros to pull information into the letter from POSSE.

Maintains and updates all BOL booklets and pamphlets. Proofreads all work from Graphic Arts for printing and website posting. Maintain a log of all these changes and updates.

Maintains a log of all Bureau of Licensing reports showing who they're for, why the report is needed, what's on the report and if the report is ad hoc or batch.

Maintains e-mail addresses for licensees from Investigative reports, e-mails, applications and telephone calls.

Composes, imports and sends e-blasts to over 16,000 licensees, attorneys and other interested parties when requested to do so by the Executive Director, Director or Agency through LISTRAK.

Assists the Section Supervisor with testing changes to all Bureau of Licensing systems in UAT (User Acceptance Testing).

Assists with the processing of documents in support of the Criminal History Record Check function as mandated by Title 40. Acts independently and have knowledge of Bureau policy and procedures, of all forms used by the Bureau in the use of the Patch Program. Responsible for the control of computer input and output on the Pennsylvania Access to Criminal History (PATCH) Program.

Prepares detailed Remedy Tickets to the Office of Information Technology (OITS) for system changes.

Implements and maintains new technology, including Social Media, such as Twitter and/or Facebook at the discretion of the Bureau Director or Division Chief.

Processes subpoenas and Right to Know requests received by the Bureau for Licensing information, documents, or data collected via the on-line system.

Processes Attestation requests from BLCE for certification of Licensing information.

Performs related work comparable with the classification and assists others as required.
