Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves in the operation and maintenance of the Mobile Analytical Unit of the Bureau of Laboratories to support real time environmental monitoring in response to DEP program and emergency response activities.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Maintain and operate the Mobile Analytical Unit (MAU).
a. Oversee maintenance of the MAU to allow response during an emergency.
b. Read and understand the most recent version of Standard Operating Procedures (SOPs) for the test methods that the employee is responsible for. Perform the analyses according to the most recent SOPs.
c. Advise in sample preparation that meets applicable client and/or EPA requirements.
d. Coordinate through the Mobile Laboratory Supervisor (MLS) those emergency samples given top priority over scheduled work site analysis.
e. Assist MLS in coordinating MAU team members when responding to an emergency.
f. Assist MLS in coordinating MAU team on an emergency site.
g. Serve as driver of MAUs when responding to program requests.

Analyze a variety of sample matrices
a. Gaseous contaminants in the air.
b. Other matrices as required.

Train and advise other MAU or Bureau of Laboratories (BOL) analysts on various sample techniques as needed.

Utilize instrumentation on the MAU including the Open-Path Fourier Transform Infrared Spectroscopy (OP-FTIR) currently in the unit as well as any instrumentation that is added to the MAU in the future.
a. Advise and perform with staff chemists on keeping appropriate records.
b. Report results to MLS for review and reporting.
c. Keep appropriate records.
d. Participate in training, read and keep informed in the most recent innovations in environmental analysis.
e. Prepare reports and report documentation.

Quality Assurance/Quality Control (QA/QC).
a. Coordinate with the MLS and Quality Assurance Officer to establish needed controls.
b. Advise and take lead on calibration of instrument.
c. Advise and serve as lead with staff chemists on keeping the appropriate records.
d. Maintain knowledge retention documentation on instrumentation and equipment for reference and training of new MAU or BOL analysts in MAU procedures.

Equipment Maintenance.
a. Notify supervisor of any MAU breakdowns or instrument issues, document repairs.
b. Advise and take lead in troubleshooting and/or repairs to OP-FTIR and other instrumentation, as necessary, and auxiliary support equipment (generators, meteorological station, etc.) if possible.
c. Contact field service or manufacturer's technical service as necessary.
d. Coordinate with staff members regarding the requirements of keeping records of maintenance contracts, and schedule preventative maintenance checks.
e. Advise and take lead in performing maintenance on various instrumentation.

Safety.
a. Coordinate with the MLS and Safety Officer to promote safety in all areas.
b. Advise on appropriate precautions in handling samples, solvents, gases, and all hazardous materials.
c. Advise and perform the proper labeling procedure of hazardous waste for collection and disposal.

Quantity of work.
a. The actual number of samples analyzed per year is variable based on program objectives, dissimilar project work hours, and their associated time frames.
b. The number of analyses can vary due to sample complexity, changes in methodology and program’s operational plans.
c. Project work may require working overtime with compensation, when the need arises, and travel/overnighting at project locations.

Quality of work.
a. Confirm with the MLS that staff members are analyzing samples according to written procedures.
b. Advise staff members of analyses or results that fail QA/QC standards, and lead in the re-analysis of suspect samples, if deemed necessary by the MLS.
c. Check samples run as part of the quality control can be used as some indicator of quality.

Emergency Response.
a. Will lead a team, which is assigned for emergency response, in mobilization of the MAU if necessary.
b. Work overtime with compensation, when the need arises.
c. May work different shifts, depending on status during an emergency incident.

Administration: To support the requirements of the Bureau of Laboratories in providing needed services and emergency response during an environmental emergency. Notify supervisor of any communications or information pertinent to our operation.

Court Cases.
a. Consult with attorneys.
b. Testify as an expert witness in court cases.
c. Make necessary arrangements to appear in court and to testify.

Consulting.
a. Attend meetings, as required, involving new projects requiring input from the laboratory.
b. Communicate with experts in the field.
c. Communicate orally in a precise, clear and comprehensible manner with the news media and the public if the need should arise during an emergency or non-emergency situation.

Improvements and Development: To continually strive to upgrade performance to provide the needed analytical results and services as requested by the Bureau of Laboratories.

Training.
a. Attend specialized training courses regarding maintenance and operation of the MAU and its instrumentation.
b. Consult knowledge retention materials and vendors for additional information.

Method development and internal audits.
a. Develop methods for new analyses and upgrade existing methodology including the application of advanced instrument techniques to the analyses of a variety of substances and materials for quantitative and qualitative analysis of samples.
b. With the MLS, investigate potential new instrumentation and methods to enhance the MAU's analytical capabilities and increase project requests from program staff, as needed/directed by management.
c. Perform internal audits.

Related duties as required, including:
a. Promote the Department's mission.
b. Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Additional duties may include:
Participate in regional and Bureau presentations of the MAU as they are scheduled. Maintain MAU subsystems, including generator and diesel engine. Maintain up-to-date knowledge on and use of portable computers and instrument software on MAU. Troubleshoot problems with the MAU subsystems, keep track of preventative maintenance contracts, and schedule preventative maintenance checks.
Study vendor literature and attend specialized training courses dealing with the operation of the MAU. Order supplies in advance of need, when possible.
Consult with other mobile laboratories and EPA on quality control. Confirm and support analysis of other mobile laboratories, if requested.
Assist in other areas of the main laboratory as vacancies arise. This activity may include performing internal audits, method development, and analyses of environmental samples in the main laboratory.

Work is assigned to section personnel based on Bureau priorities and/or at the direction of the Mobile Laboratory Supervisor and Bureau Director. Employees in this position are to become independent after training and remain self-directed in completing routine tasks. The supervisor will occasionally review general laboratory and MAU procedures, personnel procedures and anomalies.
