Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position provides support to Pennsylvania’s retail, wholesale, manufacturing and transportation license holders. In addition, this position provides support to legislative offices, Pennsylvania Liquor Control Board (PLCB) executive staff, attorneys, Liquor Control Enforcement (LCE), other state agencies, municipal staff and the general public worldwide. The PLCB Information Center is the main point of contact providing information regarding mandated policies and procedures, tax clearance issues, business requirements and special allowances to maintain compliance with the Liquor Code, Title 40, Acts and Governor’s directives. This position maintains a team structure and works closely with all other areas of the PLCB to ensure correct information is provided to both internal and external customers. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Calls: Maintain a ready status in the automated call distribution software Genesys unless working on other duties assigned by management for processing. This ensures calls are answered in a timely manner and reduces missed calls. Work is performed independently on routine assignments and more direct instructions are received for new types of duties. Examines applications supporting documents, and fees for the various types of licenses and permits processed in the Bureau of Licensing to determine their correct execution and eligibility of the individual applicant or corporation and the premises to be licensed for the license or permit as set forth in the application. Examine and determines the acceptability of legal documents, such as agreements of sale, partnership agreements, leases, court orders, franchise agreements, IRS seizures, bankruptcy orders, and opinions, liens and writs. Examination of the pertinent files for complaints, convictions, citations, suspension, appeals, hearings and any other irregularities or pending action which affect the eligibility of the applicant and/or premises as well as for any other pending applications. Summarizes discrepancies in the form of a decision sheet and prepares correspondence regarding deficiencies and requests investigations when necessary. Approves applications for renewal/validation of licenses and permits, release from safekeeping, Club Change of Officers, new permits such as amusement permit, Sunday sales permits, off premises sales permit, extended hours food permit, off premises catering permits, farmers market permits, exposition permits and special occasion permits, when all statutory and regulatory requirements are met and the application, supporting documentation, and fees are in proper order. Request and review investigative reports to determine adherence to statutory, regulatory and policy requirements. Issues approval and authority to operate and arranges for delivery via email, personnel messenger, and mail delivery services. Must provide requested case status to applicant, legislative offices, Pennsylvania Liquor Control Board (PLCB) executive staff, attorneys, Liquor Control Enforcement (LCE), other state agencies and municipal staff. Prepares resumes of complex cases for referral to upper-level management personnel for review and advises as to approval at the administrative level or referral to the governing board or hearing examiner. Compose requests for investigation, letters, and other correspondence pertaining to licensing matters. Re-examination and approval of applications, supporting documents, and fees when resubmitted after correction by the applicants, and their attorneys. Examination of additional applications and supporting documents or fees required for completion of processing an application for certain licenses or permits. Input data on POSSE which may include PII, maintain updates and control issuance of renewal licenses, verifying tax clearance information, creating legal entities, enter manager information and inserting proper warning codes. Utilizes POSSE for research and analysis of licenses issued by the Board. Utilizes the Bureau of Licensing POSSE System to effectively monitor the status of and/or process licenses and pending applications. Maintain daily and weekly reports for all work accomplished. Performs related work comparable with the classification and assists others as required. Emails: Answers emails via the Service Now (SN) distribution system. Reviews and forwards SN email(s) to the appropriate agency/division/reviewer or provide direct guidance. |
