Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position functions as the Regional Recycling and Planning coordinator in the Southcentral Region. This position requires a working knowledge of the Solid Waste Management Act (Act 97); the Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101) and its amendments; the Waste Tire Recycling Act/Small Business and Household Pollution Prevention Act (Act 190); the Waste Disposal Fee and Waste Transportation and Safety Act (Act 90); the Covered Device Recycling Act (Act 108) and the implementation thereof. This knowledge, in the form of technical assistance and professional support, is provided on an as-needed basis or when required to support the goals and priorities of the Department as they relate to the understanding and compliance of the solid waste statues, regulations, policies and guidance. Work is assigned in accordance with program goals and objectives, and the employee exercises considerable freedom in planning, scheduling and completing the work. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Administers the Act 101 Municipal Waste Planning and Recycling Grants Program. This responsibility includes assisting officials in the preparation and submission of applications, the review and Prioritization of the application including the recording of this data on computer for transmission to Central Office, the review of grant contracts, and the review of invoices and reports. • Provides technical assistance to county and municipal officials and consultants in the preparation and revision of municipal solid waste management plans. Review municipal solid waste management plans and determine compliance with the municipal solid waste planning mandates under Act 101 and in accordance with applicable guidance. Monitor plan development and implementation. Provide prioritized deadlines for compliance and recommend enforcement action as deemed necessary. • Notifies municipalities that fail to meet their municipal waste planning or recycling responsibilities under Act 101 and providing prioritized deadlines for compliance. Monitoring the extent to which such noncompliant municipalities are striving for compliance and coordinating litigation against noncompliant municipalities as deemed necessary. • Interprets rules, regulations, policies and procedures regarding municipal waste planning, recycling, and waste reduction for the Waste Management Program personnel and other interest persons. Coordinate any interpretations, when needed, with appropriate regional and Central Office ad legal staff. Review and provide comment of proposed solid waste management rules, regulations, policies and procedures. • Accompanies field personnel on compliance inspections of municipal solid waste processing and disposal facilities. • Responsible for overseeing the approval and/or disapproval of Disbursement Requests. • Acts as a coordinator between DEP personnel and officials applying for grants to ensure compliance with regulations regarding municipal waste handling and proper permitting. • Promotes the development of economic material recovery and recycling projects. Meets with municipal officials, project developers, regional staff and interested citizens to develop these projects. • Serves as a source of recycling market information. Responding to requests from local environmental groups and the public for this information. • Prepares monthly correspondence to update regional county recycling and planning coordinators on new and important recycling and planning developments, opportunities and issues. • Prepares and delivers presentations on municipal solid waste planning, resource recovery technologies, recycling and household hazardous waste (HHW) management. • Provides technical assistance and training to local officials and their staff on matters relating to municipal waste management planning, resource recovery technologies, recycling, composting and HHW management programs. • Coordinates activities with other staff members to insure administration of effective municipal solid waste planning, resource recovery, recycling and HHW management programs. • Acts as Project Officer on Act 101 grant contracts with municipalities. • Provides briefings to the Regional Solid Waste Management Program Manager on the status of grants or plans. • Acts as regional contact for tire pile sites that are to be handled through the Solid Waste Abatement Fund or Act 101 appropriations as necessary. • Prepares a bi-monthly activity summary, monthly expense voucher and bi-weekly CATS reports. • Inputs data into the computer to update reports on grants and keep track of regional recycling and composting programs. • Performs periodic audits of recycling grant-funded equipment to ensure these items are being used for their intended purpose. • Assists in the administration of the Act 190 Household Hazardous Waste Management Grant Program. This responsibility includes assisting officials in establishing and registering HHW collection programs, the preparation and submission of grant applications, the review of invoices and reports, and the approval or disapproval of reimbursement requests. • Works with the Central Office Recycling Staff to improve and coordinate the distribution of recycling and composting educational materials. • Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provide documents to file review coordinator and/or Office of Chief Counsel. • Responsible for directing the daily activities of interns assigned to the Recycling Program to ensure that the program goals are met. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. • Operates a motor vehicle to travel to various field sites. Projects are assigned by the Program Manager, who is also the supervisor. Response documents are directed and/or reviewed by the Program Manager as the need arises. The Program Manager is updated on the status of grant applications, projects, recycling and planning activities and municipal waste issues pertaining to the region at bi-monthly meetings. The Program Manager reviews and approves all official correspondence, legal documents or documents related to Departmental actions involving compliance. |
