Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

-Assists in the administration of the statewide implementation of the Summer Food Service Program (SFSP) and Child and Adult Care Food Program (CACFP). The SFSP provides operating and administrative reimbursement to approximately 200 agencies providing meals to children at over 1,700 sites throughout the Commonwealth. The CACFP provides operating and administrative reimbursement to approximately 800 organizations. Works cooperatively with other SFSP and CACFP staff to organize duties where multiple staff are assigned similar duties.

Description of Duties:

Summer Food Service Program:
Reviews federal and state legislation, regulations, policies, instructions and guidelines that pertain to the administration of the SFSP. Participates in the development of state guidance for SFSP sponsors to implement the program in PA.

Along with SFSP Supervisor and other SFSP staff, establishes operational objectives, goals and priorities for the SFSP, including but not limited to food safety, procurement and program effectiveness.

Reviews annual sponsor application, agreement, budget, and site information for approval each year to participate in the SFSP. Ensures sponsor is not on IRS Revocation list and National Disqualification List.

Assists, as necessary, with Administrative Reviews and/or desk audits and assesses monitoring review forms to determine if sponsor requires additional training, corrective action, follow up reviews, etc.
Reviews corrective action and requested supporting documentation submitted by sponsors.

Reviews and calculates advance payment requested by a sponsor. Assesses and determines the amount to be granted by analyzing previous payments and repayment history. Provides recommendation to supervisor.

Compiles data and information for standard and ad hoc requests by USDA, federal and state legislative offices, and advocacy groups. Organizes data and information into an appropriate format for ease of understanding and communicating.

Conducts training sessions and workshops for SFSP sponsors (new and returning), interested agencies, program personnel (regional office staff and monitors) and food service vendors to ensure compliance with program regulations and objectives.

Participates in the development of training resources and materials. Reviews and updates materials routinely to ensure they are reflective of the most current regulations and guidance.

Conducts on-site follow up reviews or desk audits (as allowable) to validate the implementation of written corrective action procedures and compliance with regulations.

Responds to inquiries and provides technical assistance to local officials, advocates, SFSP sponsors, PDE and independent agency staff, and other interested parties regarding the SFSP. Compiles data and reports as requested.

Maintains in- depth knowledge base of multi-faceted technology-based application and payment system for the SFSP. Participates in the development of system design and testing with division staff and vendor.

In collaboration with other SFSP staff, develops an outreach plan to identify unserved/underserved areas and channels to communicate to organizations and officials in these areas in order to generate interest in participation in the SFSP.

Provides presentations, as requested, at meetings, conferences, etc. about the SFSP.

Reviews and assesses site monitoring review forms to determine if sponsor requires additional training, corrective action, follow-up reviews, etc.

Attends bid openings at sponsors that are contracting the food service, as required by federal regulations.

Develops reports in response to requests from the Bureau Chief, Division Chief, Supervisor, General Assembly, advocates, and other constituents.

Maintains resource list for all programs (Download Forms, message board etc.) Requests additions and removal of postings.

Presents training workshops/webinars as assigned.


Travels as necessary

Provides back up to other SFSP staff.

Performs other duties as required.

Child and Adult Care Food Program:

-Reviews federal and state legislation, regulations, policies, instructions, and guidelines that pertain to the administration of the CACFP. Participates in the development of state guidance for CACFP sponsors to implement the program in PA.

-Reviews and makes recommendations related to operational objectives, goals, and priorities for the CACFP related to program integrity and effectiveness.

-Writes complex corrective action letters associated with the CACFP Serious Deficiency process based on evaluating audit finding, administrative review corrective actions, etc.

-Provides in depth technical assistance to program participants as it relates to program requirements.

-Provides input to potential database design changes and assists in the testing of revisions.

-Conducts on-site follow up reviews or desk audits (as allowable) to validate the implementation of written corrective action procedures and compliance with regulations.

-Reviews sponsor documentation, such as enrollment records, household applications, meal counts, rosters, attendance sheets, procedures, invoices and receipts, budgets, staffing charts, management plans, menus, sponsor application and site information to assess accuracy and validity as it relates to compliance with the CACFP regulations and any claims submitted for reimbursement, when participating in on-site reviews or desk audits.

-Assists in the development of written procedures and correspondence for the program.

-Develops and recommends necessary revisions to CACFP forms, handbooks, and program material to maintain compliance with Federal regulations and PDE policies.

-Reviews annual sponsor Application Packet; application, agreement, budget, management plan, site information, and household income application (when applicable) for approval each year to participate in the CACFP. Reviews and analyzes information to ensure accuracy and completeness of data. Provides technical assistance through the renewal process by advising sponsor regarding corrections and/or missing documentation.

-Assists with review of new and revised site applications for sponsoring organizations and Day Care Home sponsors, ensuring required licensing and application data is provided prior to approval.

-Reviews and approves sponsor applications and site information for the CACFP, as needed during peak periods.

-Maintains timesheet when working on multiple programs.

-Maintains and is responsible for the National Disqualified List module in the on-line system. Investigates potential matches for both CACFP and SFSP.

-Manages the dropped sponsor log and initiates process for CACFP.

-Travels as necessary.

-Presents training workshops/webinars as assigned.

-Performs other duties as required.

May review Corrective Action documentation as submitted to determine if approvable.

Evaluates potential matches for the National Disqualified List and acts accordingly in the system. (clears or rejects).

Reviews application packets and revisions to validate information is correctly entered per regulatory requirements.
