Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Reviews and processes routine and advanced complex liquor license and permit applications in support of the licensing program administered by the Pennsylvania Liquor Control Board through the Bureau of Licensing’s Evaluation Division. Conducts advanced and complex regulatory review of the most difficult license or permit application transactions. Typical examples of work include new licenses, person to person transfers, double transfers and management companies. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Examines, analyzes and evaluates to determine for correct execution and eligibility and subsequent approval/denial of applications for different types of licenses and permits, supporting documents and fees as mandated by the Liquor Code, subsequent amendments, and by the adoption of Board regulations, precedents and policies, controlling the manufacture, purchase, transportation, storage, delivery, sale and consumption of liquor, alcohol, and malt or brewed beverages. Reviews and determines acceptability of legal documents, such as agreements of sale, partnership agreements, management agreements, leases, court orders, franchise agreements, IRS seizures, bankruptcy orders, opinions, liens and writs of execution. Examines pertinent files for complaints, convictions, citations, suspensions, appeals, hearing and any other irregularities or pending action which affect the eligibility of the applicant and/or premises as well as for any other pending applications. Reviews investigation reports for adherence to statutory, regulatory and policy requirements. Summarizes discrepancies in the form of a decision sheet and prepares correspondence regarding deficiencies and requests investigations when necessary. Complex cases are referred to upper level management for review and advice as to approval at the administrative level or referral to the formal Board or hearing recommendation. Approves applications when all statutory and regulatory requirements are met. Arranges for delivery of correspondence via mail, facsimile equipment, E-Mail, personnel messenger, and overnight mail delivery services. Provides requested case status to applicants, licensees, attorneys, legislators, as well as to agency personnel including the Executive staff. Input data on the POSSE/PLCB+ (computer system), maintain updates and control issuance of renewal licenses, verifying tax clearance information and inserting proper warning codes. Utilizes the POSSE/PLCB+ system for research of licenses issued by the Board. Utilizes the POSSE/PLCB+ system to effectively monitor the status of and/or process licenses and pending applications. Maintain daily and weekly reports for all work accomplished. Support the Pennsylvania Liquor Control Board’s V.C.C. Network to answer any inquiries by the applicants, licensees, attorneys, legislators, and the general public and to assist at the Licensing Information Center. Performs related work comparable with the classification and assist others as required. |
