Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position provides executive leadership and operational direction for the Bureau of Library Development within the Office of Commonwealth Libraries (OCL). The Director is responsible for planning, administering, and evaluating statewide library development programs, services, funding initiatives, and strategic priorities that improve and expand access to library services for Pennsylvanians. Working under the direction of the Deputy Secretary and Commissioner for Libraries, the Director implements statewide library policies, operational priorities, and strategic initiatives aligned with departmental and Commonwealth objectives. The Director serves as a senior member of the Office of Commonwealth Libraries leadership team and collaborates closely with the Deputy Secretary, Assistant Director, and external stakeholders to ensure coordinated statewide service delivery, effective administration of state and federal library programs, and consistent advancement of the Office’s mission and strategic goals. |

Bureau Leadership and Administration •Direct and oversee the operations, administration, and program activities of the Bureau of Library Development in alignment with the priorities, strategic direction, and policy objectives established by the Deputy Secretary and Commissioner for Libraries. •Provide administrative and operational leadership to the Bureau through supervision of the Assistant Director and clerical support staff. •Establish operational procedures, workflows, and program management practices to support effective statewide library development services and coordinated implementation of Bureau initiatives. •Collaborate with the Assistant Director and supervisors to ensure consistent implementation of Bureau priorities, coordination across operational units, and alignment of communications, workflows, and service delivery activities with Office-wide objectives. •Develop budget recommendations and operational resource needs for submission to the Deputy Secretary and Commissioner for Libraries; administer approved Bureau budgets and monitor expenditures related to personnel, grants, contracts, travel, equipment, and operations. •Ensure Bureau operations comply with applicable federal and state laws, regulations, administrative directives, grant requirements, and departmental policies. •Maintain awareness of emerging library service trends, statewide priorities, legislative developments, and operational issues affecting Pennsylvania libraries and recommend responsive actions to the Deputy Secretary and Commissioner for Libraries. Statewide Library Development and Program Oversight •Direct statewide library development initiatives, advisory services, and technical assistance programs that support libraries throughout the Commonwealth. •Provide leadership in identifying statewide library service needs, operational challenges, and opportunities for innovation and collaboration; develop recommendations and implementation strategies for consideration by the Deputy Secretary and Commissioner for Libraries. •Oversee implementation and administration of statewide library programs and services, including resource sharing initiatives, access programs, professional development activities, and cooperative service models designed to improve equitable access to library resources and services. •Direct efforts to develop, revise, and implement operational guidance, procedures, standards, and program recommendations related to statewide library development activities, consistent with policy direction established by the Deputy Secretary and Commissioner for Libraries. •Coordinate with the Assistant Director and supervisors to ensure statewide initiatives, communications, reporting activities, and stakeholder engagement efforts are implemented consistently and effectively. •Represent the Office of Commonwealth Libraries in meetings, professional organizations, conferences, partnerships, and collaborative initiatives as assigned by the Deputy Secretary and Commissioner for Libraries. Grants, Subsidies, and Compliance Administration •Direct administration of state and federal grant, subsidy, and aid programs administered through the Bureau of Library Development, including oversight of program implementation, fiscal accountability, compliance monitoring, reporting, and operational evaluation. •Oversee review and evaluation of applications, eligibility determinations, reports, and compliance documentation associated with statewide library aid and grant programs; recommend corrective actions, program improvements, or funding determinations to the Deputy Secretary and Commissioner for Libraries when necessary. •Direct collection, analysis, management, and dissemination of statewide library data, statistics, and outcome measures used for program evaluation, planning, reporting, and strategic decision-making. •Oversee development and implementation of grant-supported initiatives and collaborative funding opportunities that strengthen statewide library services and support Commonwealth priorities. Interagency and Stakeholder Coordination •Develop and maintain collaborative relationships with libraries, library organizations, educational institutions, state agencies, community partners, and other stakeholders to support coordinated statewide library services and strategic initiatives. •Coordinate with other bureaus, offices, and administrative units within the Department of Education to ensure effective communication, operational alignment, and collaborative implementation of shared priorities and initiatives. •Support statewide advisory groups, committees, and councils related to library development and library services as assigned. •Perform related duties and special projects as assigned by the Deputy Secretary and Commissioner for Libraries. |

Determines allocation of operational responsibilities, workflow priorities, and program implementation activities necessary to support statewide library development services. Recommends operational policies, program priorities, statewide initiatives, long-range plans, funding recommendations, and corrective actions for consideration by the Deputy Secretary and Commissioner for Libraries. Delegates assignments and operational authority to the Assistant Director to ensure effective and coordinated service delivery. Determines allocation of approved operating expenditures, approves staff travel and professional development requests, and directs implementation of approved plans, priorities, and operational activities consistent with Bureau objectives and Office-wide priorities. |

Example: Experience using Java; Professional Engineer License Experience: Minimum Qualifications Master's Degree in Library Science or related field from an ALA-accredited institution; Seven years of increasingly responsible experience as a librarian, including three years of supervisory experience and managerial responsibility for a major phase of library development program in a public or state library; Pennsylvania Public Librarian certification.
