Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. If this position is filled as a specialist, the incumbent will be responsible for field investigations, enforcement and inspection aspects of the Solid Waste program within a multi-county area. If filled as a trainee, the incumbent is responsible for completing a minimum 12-month training period. During this training period the incumbent will work under the direct supervision of the section supervisor. The incumbent will attend all training as required by the Governor's Office of Administration, the Department, and the Civil Service Commission for this training period. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Inspections - Responsible for the inspections of all Solid Waste facilities (under close review of the supervisor). They are: Hazardous Waste Generator - a minimum of once per year plus follow-up. Hazardous Waste Transporters - a minimum of twice per year plus follow-up. Hazardous Waste Treatment, Storage and Disposal facilities a minimum of: Major - quarterly plus follow-up Commercial - bi-monthly plus follow-up Minor - a minimum of once per year plus follow-up Municipal waste landfills, demolition waste landfills, at least 12 times per year. Transfer stations, composting facilities, and other processing facilities, at least 4 times per year. Conduct at least 12 inspections per month 3 of which should be Hazardous waste inspections. Open Dumps - as often as required to obtain closure. Hospital Incinerators - twice a year, see 271.421. Residual waste processing facilities - at least 4 times per year. Residual waste generators - as required. Residual waste disposal facilities, at least 12 times per year. Facilities for the land application of food processing sludge at least twice per year. This position is responsible for evaluating the results of the inspections according to the Rules and Regulations and determines if any enforcement activity is required, then makes recommendations to the supervisor. Field Investigations: Complaints - determine if a problem exists and request corrective action. Respond to spill reports and take appropriate action. Perform field assessment of potential hazardous waste sites. Consultations - with respect to solid waste management, which affects a particular group: Landfill operators Refuse haulers Hazardous waste generators Hazardous waste transporters Hazardous waste treaters, sorters, and disposers Government officials Authorities Consulting and engineering firms Residual Waste producers and/or disposers General public Review Preparedness, Prevention and Contingency Plans (PPC) and closure plans for compliance with guidelines and the rules and regulations. Assist in the coordination of action between disposal facilities and the bureau's facilities staff in permitting action. Work with government officials and landowners to solve disposal problems. May represent department at legal proceedings. Review applications for permits and amendments in conjunction with facilities section when requested. Train to take and prepare water and waste samples for analysis. Review analysis with regional solid waste geologist. Prepare correspondence on and in reply to disposal facility operators, general public, elected officials, or any requested information. Train to prepare draft Administrative Orders, Consent Orders and Agreements, Settlement Letters, Citations (non-traffic), Notices of Violations and other related legal items. Train to prosecute cases before District Magistrates on behalf of the Commonwealth presenting data, examining and cross-examining witnesses; recommends imposition of fines to District Magistrates. Train to conduct investigations under the RCRA program and file reports on each site visit. Review reports compiled by other agencies (EPA, NUS) on facilities located within my multi-county area of responsibility. Compile information requested by Central Office, the EPA, or any organization or facilities within assigned area. Ensure that the assigned state vehicle contains all assigned equipment, is maintained, and is driven at least 850 miles and at least 15 days each month. Attend department’s Technical Academy Training. Attend training sessions and meetings on Department-related functions. Compile reports documenting every activity. Assist in answering phone calls to staff members not in the office at the time of the call. Investigate discrepancies discovered by Central Office personnel within information submitted to them by facilities within the multi-county area. Evaluates and assists business and industry in pollution prevention and energy efficiency initiatives relative to program specific issues. Assist with regional OETD by attending site visits as assigned. Provides pollution prevention and energy efficiency information during the course of daily relationships with regulated community. Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Work duties will be assigned by the supervisor. Work assignments from time-to-time will require the employee to report to other parts of the region when necessary. Priority work is reviewed on a daily basis. Other work is reviewed on a case-by-case basis. Direct supervision is primarily of administrative nature. The supervisor for this employee checks all work assignments for accuracy, completeness, timeliness and correctness; all work assignments are logged in and checked to assure that they have been properly done, and that follow-up work needed to ensure proper disposition of each specific type of case is carried out and completed within time frame allowed. All correspondence and initiated legal actions are reviewed by supervisor for completeness and accuracy. Supervisor will make unscheduled spot checks of cases assigned to employee to insure the conditions reported are recorded accurately. |
