Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

If filled as an Environmental Trainee, this position will participate in a one-year, on-the-job training program to learn the duties of a Surface Mine Conservation Inspector.

If filled as a Surface Mine Conservation Inspector, this position is responsible to reconnoiter areas above active underground mines, both longwall and room and pillar operations. Serves as an ombudsman between property owners and coal mine operators. The agent monitors underground areas before, during, and after mining. Equipment routinely used for documentation of information includes combustible gas detectors, multi-gas meters, photographic equipment, water level detectors, GPS units, laptop computers for making presentations to landowners, and tape recorders.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provides the public with information about the Department’s mining regulatory program and responds to citizens’ inquiries and concerns.

Facilitates discussions between property owners and mine operators, and assists with the settlement of claims filed under the Bituminous Mine Subsidence and Land Conservation Act.

Participates in accident and fatality investigations and learns to prepare technical reports that describe the accident cause list recommendations for preventing future accidents.

Participates as member of methane investigative team in response to an incident or a citizens’ complaint. An important aspect of the work involves the discretionary authority to order the evacuation of a structure or public building where an imminent hazard is found.

Verifies that required surface precautions have been taken to protect utilities, and where necessary, to prevent irreparable damage to dwellings and agricultural structures. Evaluates the efficiency of mitigation measures employed to minimize damage to structures and reports their findings to the technical staff.

Monitors and documents the conditions of surface lands, streams, structures, ponds, roads, electrical power lines, natural gas lines, petroleum lines, water supplies before, during, and post mining, to insure the safety of the public.

Routinely monitors water supplies, landowners’ structures, public buildings and streams for methane and other possible hazardous gases and submits reports and recommendations for mitigating and eliminating a public safety hazard.

Assists the supervisor in providing on-the-job training to new Bureau employees.

Conducts initial investigations of reported problems, and assists engineers, hydrogeologist and other technical staff with formal investigations of claims of subsidence damage to homes and reports of water supply problems.

Verifies accuracy of maps by comparing map details to field conditions, and ensures that all required structures, water supplies, streams, ponds, roads, transmission lines and other surface features are depicted.

Verifies resolution of claims through contacts with property owners, mine operators, and field inspections.

Verifies that mine operators are conducting required pre-mining surveys.

Provides information to Federal, State, County and Local officials, landowners, environmental groups and organizations regarding the Bureau’s programs, rules and regulations, and Commonwealth laws relating to underground mining.

Collects GPS data for the purpose of documenting stream losses, methane investigations, and or related surface incidents.

On a quarterly basis, makes presentation at a meeting with the office technical staff and the Department’s legal staff to discuss anomalous conditions observed, to review specific cases, and to facilitate discussion about problematic issues.

Gathers and reports information to be maintained for tracking in various databases.

Conduct pre-mining surveys for those structures in the fringe areas where the Department empirical experience indicates damage may occur.

Drives to mine sites, stream restoration sites and properties to be undermined to complete inspections and monitor compliance.

Promote the four pillars of the DEP Vision - Operational Excellence, Climate Leadership, Cultural Competence and Environmental Justice.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

If this position is filled as an Environmental Trainee, assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.

This person is trained to develop an understanding on the degree of effects of a mining impact to a surface structure or feature. On a daily basis they will decide if the effects are minor, significant, which could require stepped-up monitoring, or an imminent danger to the public or environment for which immediate actions are required. Upon determination of the severity, they may be required notify their supervisor with the pertinent information so that proper actions can be taken. They may be required to submit documentation of any mining impact for follow-up actions and continuing investigation and enforcement actions. Plans and organizes work, determines daily work priorities, and routine assignments are carried out with initiative and independence, utilizing rules, regulations, standards, and procedures.
