Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Designs, maintains and modifies complex multi-user, relational database structures for Delivery Center business units. This includes working with business areas to analyze their existing business processes, procedures and problems to determine data and reporting requirements. Determine if a solution already exists or if development of a new system or modification of an existing system is the best solution. Leverage all pre-existing data from statewide enterprise data sources when designing databases, thereby eliminating duplication of data and ensuring data integrity across platforms. Creates event-driven and user-controlled web applications to access database objects. These applications will be graphical interfaces that provide, at a minimum, the following functionality in an easy to navigate format: data input, modification and search capabilities; standardized task-oriented and managerial-level reports; and the ability for users to create both simple and complex ad hoc queries and reports. Develops automated electronic processes, forms, and interactive applications to replace undefined or outdated manual processes to end user specifications. Translates business processes into symbolic process diagrams; develops complete documentation for all program design work and source code. Documents and maintains computer logic, business process logic, decision trees, flow charts, and end-user manuals. Maintains and develops applications to address business needs utilizing various languages, frameworks, and tools such as SAS, HTML, C#, CSS, Visual Basic, .NET, IIS, Java, Visual Studio Professional, SQL Server, and Microsoft Access. Documentation and training shall be produced for all products developed. Provides training to end-users. Serves as lead Business Objects/Crystal Reports developer and publisher for the District team. Analyzes business needs and develops complex reports for various business areas throughout the Delivery Center. Publish reports to the appropriate organizational folders on the Business Objects Enterprise site. Requires understanding of data contained in various enterprise systems such as ECMS, MPMS, BMS2, RMS, Plant Maintenance, and Remedy including table design and relationships. Interprets data models and relationships and integrates data from multiple data sources as needed. Provides technical assistance to other publishers on connection configuration settings, SQL, formulas, parameters, and data validation. Secures data and reports by enforcing established security protocols for authentication and authorization. Works closely with Central Office IED TSO staff to establish user accounts, security groups, and secure folder structures for all data objects and reports. Maintains District/County Internet and Intranet Websites and SharePoint sites. Coordinate with the District Webmaster to develop and publish internet content according to PennDOT formatting and accessibility standards. Develop District intranet site to provide District staff with a centralized resource for displaying District wide event notifications and how-to documentation for IT related tasks. Perform updates as requested. Serves as the assistant to the District IT Generalist Administrator and acts as the IT Coordinator in their absence including verbal approval on leave and OT. Makes independent decisions dealing with day-to-day IT operations and support including managing all service desk calls and tickets and assigning and monitoring all day-to-day issues and tasks. Provides day-to-day hardware and user support for large format plotters, scanner, stacker, and plotting software. Work includes troubleshooting problems onsite with a high degree of independence. Ensures computing devices are configured in accordance with applicable IED TSO and Commonwealth standards and policies. Work encompasses installation and troubleshooting of hardware, software, operating systems, malware removal, hard drive encryption, reimaging, Active Directory operations, drivers, printers, scanners, iOS devices, software updates, hardware refreshes, and third-party maintenance requests and oversight. Ensures proper installation of servers, routers, switches, uninterruptable power supplies, and infrastructure to include premise wiring and patch panel and workstation cabling. Support over 100 different mobile apps, specialty software packages, and systems including PC based, iOS, client server, and mainframe systems. Systems include but not limited to SAP ESS, LSO, BW, PM, EDMS, ECS, ECMS, CDSv3, MPMS, RMDS, CCC, CRASH, RCRS, BMS2, iForms, APRAS, EPS, ASTA, ROWO, Video Log, ePayroll, eCAMMS, GIS, PennDOT Connects, TSO, and IMS/RMS by providing support to users and ensuring connectivity and authentication to systems. Includes educating other IT staff on how to support these applications including training and development of user manuals and/or instructions when necessary. Provides support to users on standard software packages such as Microsoft Office and Crystal Reports applications. Supports Delivery Center users desk side or remotely. Elicit detailed information to identify and understand problems. Utilize System Center Configuration Manager (SCCM) and other available remote tools and software utility programs to diagnosis and troubleshoot hardware and software problems. Documents and manages work assignments through the Remedy Action Request System. This involves acting on incident tickets received from Tier 1 groups, assigned work, and escalating problems to Central Office personnel if appropriate. Submits required tickets using Remedy to initiate such things as hardware service, and user account or security changes as required. Provides detailed description of requests and specifies exactly what action is required to address or resolve the problem. Receives tickets and addresses IT requests from users and provides detailed work information and resolutions. Maintains user account security access to Department and District systems through reviews of justification of access needs, issuance and maintenance of user IDs and passwords, monitoring usage, and reestablishing of expired or revoked domain accounts or passwords as needed. Conduct audits of systems to ensure access for separated users has been disabled. Participates in the development and maintenance of acceptable IT documentation. Mentors and provides guidance to other IT staff. Helps disseminate and explain pertinent information concerning IT functions and initiatives. Supports the use of GIS by assisting with extraction of system data used to produce GIS maps. Understands how GIS is utilized in the Delivery Center and share knowledge from other business areas and organizations to improve efficiencies. Provides support for telecommunication equipment and services, to include analog, cellular, VoIP sets, fax machines, audio and video conference equipment, and web conferencing. Manages and configures voice mailboxes and menus, on-premise voice messaging equipment, and carrier-provided services. Supports telephone key systems and makes minor configurations changes such as station names. Provides support for the District Traffic Management and/or Incident Command Center Operations. Performs fleet equipment analysis. Programs ITS devices, dynamic and variable message boards, roadway weather information systems, highway advisory radios, and other miscellaneous IT hardware as needed. Obtains PennDOT Instructor Certification and assists in developing and prioritizing district and county information technology training plans. Assists with and conducts one-on-one and formal classroom IT training as required to instruct users on concepts of local area networks, client-server applications, iOS cellular mobile devices, standard PC software, and in-house applications. Assists with providing instruction on Microsoft Windows operating systems, Microsoft Office Suite applications, and other applications as required. Delivers customer-friendly and professional support to management and employees at all levels throughout the organization, through clear and concise oral, written, and electronic communications. Maintains professional relationships with Central Office IT personnel and other agencies. Sustains active management of asset management throughout the year and creates required inventory reports as directed. Responsible for overseeing the annual inventory of over 4000 IT assets and ensure accuracy of asset records. Includes ensuring assets are retired timely and proper surplus procedures are followed. Ensures periodic audits are performed on data to identify anomalies and/or missing data. Ensures that the correct procedures are followed for proper surplus disposition of retired equipment. Oversee submission of surplus request documentation to the Department of General Services. Arranges for secure work areas, storage, and removal of approved surplus property. Ensures asset management data is updated accordingly. Participates in the review of IT requests, develops recommendations for IT planning and budgeting. Consults with users to assess hardware and software needs and prepares purchasing plans for review. Recommend the purchase of hardware and software needed to upgrade District and County capabilities or to improve office efficiency and effectiveness. Adheres to the organization’s Capital and operational budgets. Maintains a thorough knowledge of the Commonwealth’s purchasing contracts and obtains quotes from appropriate vendors. Assists in implementation of purchase requests for IT equipment. Submits orders for wireless communication products and services using applicable contracts in the most cost-effective manner. Provides oversight on support of wireless communication devices, such as mobile phones, smartphones, and cellular modems, and process for obtaining all necessary approvals and ensure completion of required forms. Supports and maintains existing mainframe programs used by the District. Analyzes the use of these applications and develops transition plans to migrate existing SAS reporting processes currently in use, to new reporting methods such as Business Objects/Crystal Reports solutions. Complies and promotes adherence to all aspects of the Commonwealth's Internet/E-mail user agreement and Information Technology Bulletin standards. Travel as required. Performs related work as required. |
