Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position functions as the DCNR IT Coordinator and Section Chief, Office Services, Bureau of Administrative Services. In this capacity the incumbent plans, directs and controls, through subordinate managers, supervisors and staff professionals a full range of department-wide support services. This position supervises a staff of 3 including an Administrative Officer 1, Administrative Assistant and a Clerical Assistant 3.

Description of Duties:

IT COORDINATOR: Provides management and oversight of the Information Technology (IT) business needs of DCNR.

Coordinates with the IT Conservation and Environment Delivery Center, Deputy Secretary's and Bureau Director's and other staff on all IT related matters including department needs for IT services and supplies.

Tracks and monitors agency-wide IT related licenses.
Tracks and manages IT and computer related equipment for the bureau, Chief Counsel, and Executive Offices.

Must be familiar with the ITP's related to OA's IT policies.
Attends meetings with other DCNR Bureaus and/or the IT Delivery Center.

Analyzes and approves agency-wide IT related procurement of goods and services. Monitors purchases for items available on statewide contracts. Oversees the execution of all DCNR IT related shopping carts. Monitors IT related purchasing documents including but not limited to quotes, purchase orders, goods receipts, invoices, and reconciliations.

COMMONWEALTH SNOWMOBILE/ ATV REGISTRATION PROGRAM: Serves as the liaison between PENNDOT and DCNR for all matters regarding snowmobile/ATV registration and licensing including representing the agency and Bureau Director at meetings.

Interprets current law and policy as it relates to PennDOT staff questions.

Review proposed changes to legislation and advises both PennDOT and DCNR Director/Deputy Secretary/Legislative Office of any impacts to the program.

Provides guidance to PennDOT employees regarding unique (hybrid) machines and whether they qualify as a snowmobile or ATV for registration and/or licensing.

VEHICLE MANAGEMENT PROGRAM: Directs the acquisition, distribution, maintenance, operation, and replacement of the department's 2,900-unit vehicle and equipment fleet through subordinate staff.

Manages the development, implementation, and monitoring of departmental vehicle policies and issues procedural guidelines. Recommends actions to the Deputy Secretaries, Bureau Directors and other agency staff based on the developed policies and guidelines. Responsible to establish compatible procedures with DCNR program and field locations.


PARKING: Directs the central office parking and transit pass programs assuring the information is current and accurate. Oversees the issuance of parking passes to CO staff by complying with procedures established in the Department's Parking Policy.

LEASE MANAGEMENT:
Directs the management of DCNR parking and facility leases, to ensure renewals are timely and funding/coding is accurate.

Submits new space/lease requests within the TRIRIGA system, as requested by program areas.

FINANCIAL MANAGEMENT:
Directs the Commonwealth Purchasing Card, Corporate Travel Card, Airline, and Agency Lodging Card Programs. Provides approval or denial of card application requests.

Directs the management of fixed asset information for vehicles by ensuring detailed information is provided to the Fiscal staff on assets that need recorded in SAP based on knowledge of the management directives.

OTHER ADMINISTRATIVE FUNCTIONS:
Handles special projects as assigned by Bureau Director.

Reviews insurance claims to submit and acts as the coordinator in the process.

Plans and organizes work, assigns work, determines work priority, sets goals, and reviews work performance. Monitors staff performance and training plans.

Performs all duties related to the supervision of staff including employee performance reviews, leave requests, recommendation and approval of overtime, and resolves work conflicts and initiates corrective action within the parameters of the Commonwealth's disciplinary procedure.

Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.
Interprets rules, regulations, policies, procedures, standards, and objectives. Performs other related duties as assigned.

Periodic review of assignments are made with the supervisor through meetings, briefings and reports. Decisions of a complex or political nature will be discussed with the supervisor.
