Employee is responsible for providing technical expertise and assistance on utility relocation projects that involve the coordination of minor to moderately-complex utility relocation activities for publicly funded roadway projects; including both Department sponsored and locally sponsored projects. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides technical guidance for Department sponsored and locally sponsored projects from minor to moderately complex projects. Provides assistance and support for moderate to higher level complexity projects. Maintains direct contact with utility companies through utility clearance, letting, award, and construction to ensure required utility relocations are completed and milestones are met. Attends project scopings as assigned, to provide comment and insight on potential utility impacts and level of effort required to coordinate utilities. Offers input to Project Managers in completing Subsurface Utility Engineering (SUE) Evaluation and in determining the need for higher levels of utility investigation. Travels to project site as needed, to conduct field views and coordinate on-site meetings during design and/or construction phases. Fosters good relationships and provides technical guidance to utilities and designers in plans for use in coordination. Reviews proposed relocation plans for adherence to Design Manual 5 and other established standards. Utilizes and supports internal and external partners in using the Utility Relocation Management System (URMS) in working towards utility clearance. Assists in the review of real property interest packages for adequacy prior to submission for central office legal review. Assists in the review of cost sharing and incorporation requests, cost estimates and specifications for reimbursement agreements. Works with Fiscal and Programming Units to arrange funding for agreements. Works with Project Manager and Scheduling Coordinator to review constructability issues, timelines, and means and methods with respect to construction schedule. Reviews utility applications for permits to occupy highway right-of-way and bridge occupancy, as part of ongoing design projects. Tracks and coordinates progress of prior work to reduce risk of delays for upcoming construction projects. Assists in resolving project disputes between utility representatives and contractors. Tracking general progress of utilities in advance of, and during construction, in cooperation with project engineers, ensuring conformance with project scheduling needs. Assists in review of utility invoices for payment; resolves discrepancies; and ensures all documentation for proper payment has been included. Closes out agreements and prepares final payment certifications. Completes Project One Calls and prepares utility Contact Lists. Reviews and inspects construction materials and workmanship associated with the relocation of utilities to ensure conformity to standards and specifications, reviews daily inspection reports for utility relocation projects under construction. Performs other related duties as required. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
