Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Keeps current on all existing and proposed state or federal laws, regulations, policies and technical guidance related to the commonwealth’s unemployment compensation programs activities. Work includes but is not limited to thorough review of the proposed change(s) to identify possible effects on the required federal reporting requirements/outcomes and the statistical application/database/system as well as the impacts on federal funding related to the program(s), the UC Trust Fund solvency and the possible effect on the program participants. Ensures that all facets of the unemployment compensation program’s federal and state outcome requirements, restrictions on data use and confidentiality, and unemployment compensation system constraints are factored into the decision-making process and provides feedback on possible impacts of programmatic or policy-related changes to programs. Develops and/or reviews the final response, including detailed analysis along with any tables/graphs that will be provided to L&I’s leadership to ensure correct interpretation of the data/results within the scope of the project objectives. Acts as CWIA’s subject matter expert for the UCMS and Ben Mod systems as it relates to unemployment compensation reporting and analysis. Understands the Center’s needs and advocates for changes or necessary corrections to effectively support those needs. Reviews and analyzes current and upcoming UCMS and Ben Mod system changes for the impact on reporting processes or program outcomes. Serves as the Center’s liaison in UCMS and Ben Mod design meetings to ensure prioritized system changes maintain or improve reporting capabilities which involves maintaining strong working relationships and keeping in constant communication with the Office of Information Technology (OIT), L&I’s Unemployment Compensation bureaus and the U.S. Department of Labor’s Employment and Training Administration (ETA). This position works independently, in coordination with the staff responsible for developing quarterly and annual reports mandated by federal law or regulation, or as a leader of a group depending on the situation to define and test implemented solutions. This also includes working with outside vendors, contractors, and L&I management. Collaborates with UC Deputate and OIT staff to evaluate UCMS system data, identify appropriate paths to data that correspond to the mandated federal programs reporting data file, and ensure recommended changes complement operational needs. Ensures all documentation of appropriate paths is updated with changes and reasons for change. Evaluates UCMS and Ben Mod functionality as it relates to data captured for reporting and makes recommendations for fixes and improvements; assists with prioritizing system change requests and completes user testing. Initiates meetings with UC and OIT staff to ensure recommended changes complement operational need. Partners with staff to perform mandated data validation tasks. Develops and submits requests for fixes to UCMS and Ben Mod to resolve issues with UC reports or data validation extract files. Represents the Center on national committees and workgroups established by federal workforce development agencies, such as the US Department of Labor’s Employment and Training Administration, and related associations. Provides input into and assists in the development of appropriate guidance to aid the uniform implementation of program reporting across all states. Also advocates for changes to federal guidance that will allow states to meet federal requirements in a more efficient and effective manner. Leads special analysis projects and the preparation of customized UC analysis reports and publications in response to customer requests. Assists lower-level staff as needed to identify the target audience, intended purpose of product, and which data elements are needed in order to complete the request. Determines the appropriate data elements, distributes assignments to lower-level staff, oversees the statistical and operational data analysis, and provides guidance and technical help when necessary. Reviews and approves the final response, including all narrative, charts, graphs and/or tables to ensure uniformity, logic and user-friendliness in presentation. Attends meetings, workshops, conferences, etc. for the purpose of coordinating activities related to assignments, obtaining training to keep abreast of new procedures or methods of preparing measures and providing information to users of data. Participates in and/or leads meetings. Presents and/or participates in conferences, forums, workshops, trainings, etc. Communicates staff issues and successes to higher-level management for resolution and/or use in performance expectations. Performs other related work as required. |
