Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Evaluate the quality of construction and material operations used to construct roadways, bridges, and related work. Provide recommendations that enhance product quality and minimize future maintenance expenditures. Evaluate and initiate specifications and perform other assignments to enhance quality.

Support the districts, industry, municipalities, and other parties as a construction and materials troubleshooter. Investigate, study, and solve construction and material related problems. Attend department and industry meetings as required.

Provide training and guidance to Districts, Industry, municipalities, and other parties to share knowledge, skills, and technology to enhance product quality and their job performance. Attend training sessions to enhance personal job knowledge, skills, and technology.

Promote safety to enhance a safe environment for the workers and traveling public.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs activities to evaluate the quality aspects of construction materials along with the process utilized to accept those materials through the sampling and testing of construction materials on highway and bridge construction projects and at material production facilities.

Performs Quality Assurance Reviews utilizing engineering principles and practices on complex construction operations and on operations utilized to produce materials for highway and bridge construction. This includes checking the contractor's and the producer's work for compliance with the contract stipulations and specifications and the District inspection staff adhering to the enforcement of the contract stipulations and specifications. Evaluates the decisions of the construction engineer in making changes to the contract (design) for variances in site conditions.

Performs independent assurance reviews of aggregates, concrete, and bituminous materials used for highway and bridge construction projects on the National Highway System to evaluate the personnel, equipment, and procedures utilized in the process to accept those materials. This includes checking the contractor's or supplier's sampling and testing procedures for compliance with the applicable Pennsylvania Test Methods, documenting test results, and statistically analyzing results with results of sampled materials tested by the Laboratory Testing Section laboratory. Discusses discrepancies with Project Managers, Material Managers, and the District Materials Engineer to assure proper corrective action has been implemented and documents corrective action for reporting to the Federal Highway Administration.

Prepares Quality Assurance Reports of construction and material production operation reviews that include findings and recommendations for corrective actions. Discusses significant deviations and recommendations with Assistant District Engineers -Construction, Assistant Construction Engineers or District Materials Engineers and Project Managers.

Reviews significant District deviation responses and recommends approval to the Section Chief or prepares response to the District requiring additional action or documentation to assure proper corrective action has been implemented. Reviews construction findings with the Assistant District Engineer - Construction or Assistant Construction Engineers to assure quality on a District level.

Witnesses quality control and acceptance testing procedures at construction projects and at material production facilities.

Determines, monitors, and documents compliance to material sampling and testing requirements for construction materials used on Federal State, and Municipal construction projects.

Reviews project and vendor sources for compliance with the Department's Material Certification Program. Evaluates the engineering data and controls utilized in statistically ensuring the quality of material production. Provides reports on findings.

Supports the Districts as a construction and materials troubleshooter. Investigates, studies, and solves construction-related and materials-related problems. Make recommendations to enhance the quality of construction and materials through improved control techniques and alternative methods of construction and material production.

Provides liaison with District and Industry personnel to encourage statewide uniformity of practice in specification interpretation, construction practices, material production practices and acceptance activities. Discusses construction issues with the Assistant District Engineer - Construction, Assistant Construction Engineers, District Materials Engineer, Project Managers, Project Superintendents, Plant Managers and Plant Quality Control Engineers.

Provides training to Industry Project Superintendents, Construction Managers, Construction Supervisors, Field Technicians, Plant Managers, Plant Technicians, Assistant Construction Engineers, District Project Managers, Construction Inspectors, District Materials Engineers, Material Managers, Inspectors, and Central Office personnel on the proper techniques and procedures to control materials and comply with the Department's specifications and policies.

Evaluates, researches, recommends, and upon approval, submits procedural and specification changes to improve the quality of the Department's products and/or operations as it relates to construction and material production. Serves on Task Forces, Committees, and completes special assignments as directed.

Participates in Independent Oversight Program (IOP) Reviews conducted by the Federal Highway Administration and Department. Determines procedural and specific recommendations to correct noted deficiencies.

5. Evaluate the contractor’s operations:
• Immediately stop any unsafe actions.
• Engage in an ongoing safety dialogue with the contractor’s leadership.

Succession Planning
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy
As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. The Team Leader will communicate with the employee a minimum of every 2 weeks to provide general objectives, review completed assignments, and review other department records and requirements. Day-to-day communications will be accomplished via telephone, writing or email. The Team Leader will evaluate the employee's performance based on review of completed assignments and submitted documents. Results achieved by the employee will be discussed with the employee as the accomplishments are reviewed.

The incumbent will make decisions in the field with regard to interpreting specifications, policies, standards, construction/material production practices at projects and/or material production facilities. They work with District, Consultant, Contractor, Material Producer personnel and other industry partners to solve issues encountered. The incumbent will keep the Team Leader apprised of all such situations, and will help provide background and recommendations as part of developing final decisions/solutions.
