Position Purpose:

This position supervises the Financial Reporting and Payments Section within the Division of Financial Policy and Operations. The position is responsible for professional technical staff who process payments, review, analyze and certify expenditure reports and other financial-related information, and respond to waiver questions on department fiscal regulations.



Description of Duties:

Duties Include:

-Plans, directs, and monitors the financial payments and policies for county-based community programs through financial reporting, technical assistance, and grant payments which involve the following:

-Manages the operation of DHS complex payment systems to provide appropriated funding to all county governments.

-Supervises the analysis of allocations, prior payments and expenditure information
and the budget and appropriation structure to ensure the availability of funds and to compute, charge and document the appropriate payment amounts.

-Plans and directs the reviews and analyses of expenditure reports and other financial-related information for the purpose of maintaining expenditure controls, and verifying and monitoring county expenditures.

-Plans and directs quality control reviews of expenditure information and administrative claim processing documents.

-Assembles, maintains, and analyzes fiscal and statistical data to evaluate allocations, prepare reports, respond to informational requests and maintain databases.

-Analyzes and interprets regulations, program policies and procedures and new initiatives to evaluate their effects on the review process. In addition, supervises the coordination of responses to requests from counties and DHS personnel for interpretation of current regulations and policies.

-Manages the preparation and distribution of the electronic County Human Services Income and Expenditure Reports and Instructions (Early Intervention, Block Grant and Non-Block Grant).

-Develops procedures and establishes quality assurance standards to ensure consistency in the review of financial reports; performs quality assurance checks by examining expenditure reports and other financial-related cost reports for completeness, accuracy and conformance with established procedures and policies.

-Represents the Bureau of Financial Operations in meetings, workgroups and conferences to provide technical assistance and participate in training sessions for department, county and provider staff regarding expenditure report preparation and the payment process for ODP, OCDEL, OMHSAS, OCYF, OMAP, OPD and OIM.

-Develops working relationships and coordinates activities and workgroups with various program offices, administrators and fiscal officers of county programs and various state, federal and independent auditors.

-Compiles and prepares activity reports and other special reports as required by the Division Director.

-Performs other related duties as requested.

-Researches issues, interprets regulations and responds directly to county staff, auditors, consumers, DHS program or support offices, and/or health and human service providers.

-In response to inquiries, researches and analyzes the related information in order to develop correspondence for signature for the Division Director, Bureau Director, DHS Executive Secretary, or Secretary.

-Prepares reports and responds to inquiries directly through verbal or written communication.

-Acts independently on workgroups, task forces, committees or user groups and represents the Department at meetings and conferences relating to the areas of responsibility.
