Position Purpose:

This employee performs professional medical and supervisory work in the care and treatment of people with developmental disability who live at Selinsgrove Center. The employee in this position provides primary medical care to an assigned caseload, and also provides advice and consultation to professional or lay persons living at the Center. Employee supervises staff physicians, contract physicians, certified respiratory therapist, dentist, and other health care professionals, and directs the issuance of standing orders for nursing and interdisciplinary direct care and treatment staff to implement the prescribed medical regime. Employee assigns and reviews the work of other physicians, and other professional and non-professional personnel as assigned. Work is performed independently, subject to review by the Medical Director of ODP, and carried out under the administrative supervision of the Clinical Services Director.

This employee performs professional medical and supervisory work in the care and treatment of individuals with developmental disability who live at Selinsgrove Center. The employee in this position provides primary medical care to an assigned caseload, and also provides advice and consultation to professional or lay employees of the facility. Employee is responsible for directing the overall medical care and treatment of the persons living at the Center. Employee supervises staff physicians, contract physicians, dentist, respiratory therapist, and other health care professionals, and directs the issuance of standing orders for nursing and interdisciplinary direct care and treatment staff to implement the prescribed medical regime. Employee assigns and reviews the work of other staff and contract physicians, and other professional and non-professional personnel as assigned. Work is performed independently, subject to review by the Medical Director of ODP, and carried out under the administrative supervision of the Clinical Services Director.

Description of Duties: Oversees, plans, and directs the provision of medical services to people living at Selinsgrove Center. Develops and implements medical policies and procedures in collaboration with Clinical Services Director and Nurse Manager.

Supervises staff physicians, contract physicians, and other health care specialists and directs nursing and interdisciplinary direct care and treatment staff to implement prescribed medical regimes. Supervisory duties include design of work assignments through analysis of medical needs of the population and the skill/ability of practitioner(s); prioritization of routine and emergency services; interpretation and dissemination of general and professional job expectations; coordinating physician on-call coverage; completion of performance evaluations and monitoring Time and Attendance of subordinate staff.

Establishes work schedules and assignments, directs and evaluates the work performed by staff physicians, contract physicians, and specialists to assure appropriate and efficient medical coverage.

Supervises and participates in the examination of individuals to diagnose disease, illness, injuries or disabilities, and assumes responsibility for their subsequent medical care and treatment.

Coordinates the provision of medical services with psychiatric, neurology, dental, podiatry, nursing and/or psychological services staff, as appropriate.

Coordinates the provision of medical services with outside agencies including hospitals and medical providers.

Performs professional work in medical care and treatment. As a provider of primary care, personally administers all types of medical treatment. Uses outside diagnostic testing providers as required. Reviews, interprets and initials the results of all diagnostic tests. Refers individuals for specialty consultation as required, providing appropriate written and/or telephone input to the specialty consultant.

Reviews the health status of individuals on an ongoing basis. Documents all face-to-face encounters with individuals served with a progress note and an entry on the billing sheet. Abides by relevant standards of practice regarding content, format and legibility of written documentation. Rewrites medications every 28 days in consultation with the Interdisciplinary Team. Completes summary of history and physical findings for Medical Assistance and other similar forms.

Maintains regular contact with admitting physicians at area acute care facilities during the hospitalization of individuals served.

Performs annual physicals for individual served and participates as a member of the Interdisciplinary treatment team in developing and implementing the Individual Support Plan for each individual served. Participates in Interdisciplinary team meetings as required. Reviews medical status and eligibility for “DNR” orders with family members/consent givers, teams, and the Human Rights Committee.

Participates in regular conferences with other staff from health-related professions, providing input to the overall healthcare program of the Center. Attends continuing medical education seminars in order to be knowledgeable of recent methods, techniques, diagnoses and therapy. Provides back-up coverage for unit physicians as necessary for leave or other absences. May be required to be available for on-call duty on a rotating basis.

Refers individuals requiring health care services not available on site to appropriate health care resources for treatment, and monitors and evaluates medical services provided.

Makes rounds, medical decisions and referrals, examines and admits new patients and prepares medical records histories.

Initiates and directs staff conferences to discuss clinical laboratory testing, x-ray examination and/or other diagnostic testing results to confirm medical problems or for instructional purposes.

Meets with interdisciplinary teams to discuss treatment issues as appropriate.

Advises management and administrative staff on medical and administrative problems, and on questions of policy and public relations. Serves as a member of Division Directors and Executive Staff.

Interprets federal, state and departmental rules, regulations, policies, standards and objectives of the organization or program to subordinates and other medical service providers.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee and resolves or recommends resolution to grievances or complaints.

Approves leave, schedules personnel and authorizes or assigns overtime.

Participates in continuing education programs and in community education programs.

Supervises the preparation of reports and maintenance of medical records.

Conducts employee pre-employment physicals when assigned.

Participates as member of chairperson of Center and Statewide Committees and workgroups as assigned.

Performs related work as required.
1. Knowledge of the principles, practices and techniques in the field of medicine.
2. Knowledge of recent developments in methods and techniques of medical care and treatment of individuals with Intellectual Disabilities.
3. Knowledge of pharmacology and their effects on human anatomy and physiology.
4. Knowledge of supervisory practices and procedures, rules, regulations, policies, and standards related to medical services.
5. Knowledge of administrative/management practices and procedures.
6. Knowledge of medical jurisprudence.
7. Examine individuals with a physical or mental illness, and/or developmental disability; to diagnose disease, illness, injuries or disabilities; and to prescribe, administer and direct necessary medical care and treatment.
8. Organize, assign, supervise and review the work of physicians and other professional interdisciplinary care and treatment staff; and to consult with, instruct and/or advise nursing care and/or other interdisciplinary direct care and treatment personnel and non-medical personnel on medical issues.
9. Interpret and use the results of x-rays, laboratory tests and other diagnostic testing techniques and procedures to confirm clinical findings and to aid in the diagnoses and medical care and treatment of individuals with a physical or mental illness, injury and/or developmental disability.
10. Gain the confidence and cooperation of individuals; and to establish effective working relationships with professional and non-professional direct care staff, families/consent givers, other employees and the general public.
