Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The incumbent in this position will be responsible for providing expert level analysis and evaluation of the highly complex Unemployment Compensation Management System (UCMS) including procedural development, troubleshooting, maintenance, enhancements, ongoing monitoring of UCMS performance, and communication with and training of Office of Unemployment Compensation Tax Services (UCTS) staff of UCMS updates. The UCMS modernized and facilitates the administration of the reporting and collection of UC taxes from employers of Pennsylvania which are ultimately used to pay benefits to unemployed Pennsylvanians. The position will focus on maintaining and enhancing the Audit and Compliance Division functionality in UCMS. In addition to UCMS, the position will also lead the maintenance and enhancements of the COMPAS audit software functionality. The COMPAS job duties include engaging with the vendor team to ensure the maintenance contract provisions are fulfilled, submitting change requests and bugs and leading a team to test any changes made to the COMPAS application. This position will also be the lead in interfaces with external agencies used by the Audit and Compliance Division such as interfaces with the Department of Revenue, US Treasury, Lexis-Nexis and others. This position is critical to the success of UCMS which has significantly high visibility and public interest. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. One of the goals of management in support of a UCMS Core Team is to ensure that UCMS functionality is properly applying PA UC Law and UCTS policy and procedure. As the system of record for UC Tax and Wage data, UCMS needs to provide accurate and reliable results and ensure an extremely high standard of data integrity so both internal and external users can rely on the results. Since the UCMS wage data is used in determining UC benefit claim eligibility, the amount of UC benefit claims, and funding those claim payments, this position is vital to the citizens of Pennsylvania. In support of these requirements, the following duties require a high degree of expertise in the UC Tax Program. The incumbent serves as a Core Team Member and is responsible for the Audit and Compliance Division (ACD) functional areas in UCMS, the COMPAS audit application and for the day-to-day planning and managing of the project activities. This includes leading Program Analyst 2s in the Core Team in developing requirements for UCMS functional changes and testing of changes made to the UCMS application. Incumbent must keep current knowledge of the highly complex PA UC Law, Regulations, USDOL Tax Performance Standards, UCTS policies and procedures, UCMS proficiency and COMPAS proficiency. This includes evaluating whether business needs and requirements for UCMS and/or COMPAS should be updated to accommodate changes in law, Commonwealth directives, management requests, and/or new issues or opportunities. Provides regular updates, including decisions made, to the UCMS Core Team Manager and other management individuals regarding the project in writing and verbally. This position is responsible for ongoing UCMS and COMPAS maintenance, enhancements, and monitoring system performance; the individual works independently, as a member of a group, and as the leader of the COMPAS application testing team to define and test solutions to UCMS and COMPAS problem reports (bugs) and design changes/change requests (features). This includes working with outside vendors, contractors, OIT, and DLI Management to meet their needs regarding UCMS. Also works with employers and third-party administrators regarding UCMS questions and suggestions. The position is also responsible for ensuring the vendor of the COMPAS audit application is meeting the provisions as outlined in the maintenance contract, including reviewing and approving change requests. This position requires the individual to be intimately familiar with UCTS business policies and procedures and how those policies and procedures are performed either by users in UCMS and COMPAS or automated procedures performed automatically by UCMS and COMPAS. The individual must be able to identify potential obstacles or problems, conducts research, solicits input, and implements solutions to address the obstacle or problem. Performs highly complex analysis of requirements, use cases, and business rules in UCMS and COMPAS to review and update system requirements and design documents, review and create testing plans, and to determine if UCMS code is functioning as per the design in documents. The individual will also determine if the use cases correctly describe the business process. This position is responsible to perform user acceptance testing and oversee work of staff conducting user acceptance testing to ensure that bug fixes, feature implementations, data fixes, and system upgrades have produced the desired results without negatively impacting other processes in UCMS. Evaluates UCMS and COMPAS correspondence and report specifications to determine if UCMS is properly creating the correspondences and reports and to update the specifications based on needs of UCTS. Update UCMS correspondence and report specifications after review of changes with UCTS senior management, OIT and UCMS maintenance vendor. The individual will also work directly or indirectly with the Bureau of Administrative Services (BAS) to update the master form when a correspondence is updated in UCMS. Coordinate, review, and update UCMS task documents after user acceptance testing is completed to document the new tasks or updates to existing tasks for internal end users. Analyze questions, incident reports, and suggestions from UCTS staff and employers on UCMS and COMPAS functionality and determine if further action is needed (bug, feature, data fix, or service request). Analyze and answer inquiries from internal and external customers on the functionality of UCMS or COMPAS. Included in the analysis is reviewing account information and actions taken by the user and compare to UCMS or COMPAS documentation (use cases, business rules, correspondence specifications, report specifications, etc.) to determine if any corrective action is necessary (bug, feature, data fix, service request, or change request). If corrective action is needed, the individual will submit the proper corrective action. The incumbent in this position should be able to perform audits of employer’s books and records to determine if the employer properly reported wages on their quarterly tax and wage reports. The incumbent should also be able to review completed audits to determine if the submitted audit meets USDOL standards and UCTS policies and procedures. Shadow end users as they navigate and perform functions in UCMS and COMPAS on an ongoing basis to help identify areas of improvement, either at the user level (training) or the system level. Submit problem reports (bugs) in a collaborative software development application if UCMS is not functioning as per use case design, the individual will document the issue and enter a bug into the collaborative software development application tracking software database. Create and document in the collaborative software development application highly detailed features that will update current or create new UCMS functionality. Document and submit a service request when OIT or vendor support is needed to complete a UCMS process. Document and submit data fix requests per the described procedure in the collaborative software development application to have account data changed. Performs smoke testing of the production system after a deployment (potentially off hours) to determine if UCMS is functioning without major error and UCMS can be available again to other users. Performs smoke testing of the UAT and production system after a deployment for COMPAS to determine if COMPAS is functioning without major error and the COMPAS update can be downloaded and available to other users. Collaborate with agencies and departments outside of UCTS that have touch points with UCMS. This would include ensuring that the outside agencies and departments are aware of changes being made to UCMS that impact them or their system and ensuring they are ready to implement any changes at the same time as the UCMS changes are implemented. Review system failure reports (includes BPELs, system jobs, and files) and determine further action needed to document the failure, fix the issue that caused the failure, and/or report to OIT. Perform sending mass emails to external users using List Serv when requested by UCTS senior management. Schedule and attend meetings as necessary. Create, maintain, and manage procedures that document the steps needed in the lifecycle of the processes in UCMS. Maintain tax reference data and business rules. Create, maintain, and manage Information Memorandums and bureau bulletins regarding new or changes to Law, policy, and operating procedures. Duties of the position involve work in planning, organizing, and implementing a program of training and staff development in support of UCMS and COMPAS functionality. Confer with senior managers to provide advice and guidance and discuss plans and training needs for UCMS functionality changes. Develop training materials and lead a team that delivers technical training to UCTS staff on new or revised functionality in UCMS and COMPAS. Participate with managers in the analysis of employer account activities and in the development of measurement criteria for various activities within each Program Area. Some travel may be required. Performs other related duties as required. This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information. |
