Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is responsible for supporting the District's maintenance operations to extend the useful service life of bridges & structures by providing supervisory and planning assistance to the District Bridge Maintenance Coordinator (BMC). This work includes assisting with the maintenance of records, scheduling of in-house maintenance work, overseeing work assignments and repairs performed by the Bridge Maintenance Crews of all inventoried structures within the District. Assists BMC to provide operational oversight of Department Force Bridge Crew work in the counties to ensure compliance with Department policies, publications, plans, standards, and details. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Incumbent is responsible for assisting in the maintenance of records, scheduling of in-house maintenance work, overseeing work assignments and repairs performed by the Bridge Maintenance Crews of all inventoried structures within the District. Employees exercise technical independence in determining work methods and procedures and receive assignments orally or through written instructions, which may be accompanied by sketches or diagrams. Review of work is received from technical or administrative superiors through inspections and discussions. Supervisory/Management: Assists in the supervision and provides technical guidance to design squads and Bridge Management Unit in the preparation of contracts for bridge maintenance work performed by contractors. Assists in the preparation of the annual Bridge Washing Contract. Assists in the field supervision of the assigned region's Bridge Crews to provide technical guidance during operations. Oversees, directs the work of, and provides supervisory and technical guidance to the assigned region's Bridge Foremen (HF3) related to structure repairs/replacements, facility repairs/modifications, and summer maintenance activities. Ensures consistent application of Department policies, working rules, etc. to all subordinate personnel. Performance/Responsibilities: Tracks Bridge Maintenance performance within MAPI Metrics. Assists in the creation, compilation, and presentation of the Annual Work Plan for the Bridge Crews to include Pro-Active Planned work and Reactive priority work. Assists in the creation of weekly work plans (6416) for each foreman during the summer construction season. Assists in the design of structural repairs, provides calculations and sketches, and coordinates with the District Bridge Management Unit to develop more complex design plans from which the County Bridge Maintenance Crews and Bridge-On-Demand maintenance contractor can perform necessary repair and maintenance work. Assists in making determinations on whether to perform repairs using in-house staff or through contract by developing cost estimates and capability analyses, etc. Assists with evaluating damages to Department Facilities. Prepares plans and permit packages for any necessary facilities repairs. Aides in the planning and development for upcoming work to be performed by the Department Force Bridge Crews. This includes (as required) the design, oversight, coordination of plan/detail/model procurement, design calculation procurement, and coordination with various internal and external units such as Utilities, Environmental, Right-of-Way, Traffic, and Design Services (i.e. Survey Unit). Performs construction management duties for planned, upcoming, and ongoing projects to be completed by the Department Force Bridge Crews. This includes the scheduling of work, coordination of equipment, material, and personnel to safely and efficiently complete projects and activities. This also includes, when applicable and feasible, estimation and monitoring of costs associated with design, materials, equipment, and labor for projects. Recommend scopes of work to include in bridge preservation and rehabilitation projects at Scoping Field View meetings. Member of the District Emergency Management Staff. Prepares Preliminary Damage Assessment reports for Natural Disaster recovery. Staffs District Incident Command Center (ICC) or Emergency Operation Center (EOC) during an incident or disaster if needed. Assists with managing winter operations and emergency incidents when necessary. Environmental: Performs as a liaison between the District's Design Unit and the District County Maintenance units, takes an active role in supporting the activities performed by the District and County Maintenance personnel to fulfill the environmental requirements designated in the Districts Strategic Environmental Management Program (SEMP) Manual. Recognizing that everyone is involved in the District's actions to demonstrate sound environmental practices, each employee fulfills the objectives related to the Strategic Environmental Management Program (SEMP). Each employee also supports the efforts of other employees to meet these objectives. Attends environmental training identified for this working title in the District’s SEMP Manual Performs other related duties as required. Safety: 1. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate contractor operations: • Immediately stop unsafe actions • Engage in ongoing safety dialogue with the contractor’s leadership 6. Promote a CULTURE that emphasizes SAFETY as a core value: • Immediately stop any unsafe actions. • Incorporate safety into all discussions, deliberations, and decisions. • Continuously communicate the safety direction. • Inspire employees to be a MODEL for safety. • Encourage and support safety initiatives and programs by participating and involving staff. • Recognize safety daily. • Acknowledge EXTRAORDINARY achievements. • Learn and improve through After Action Reviews (AAR’s) • Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |

For each project/assignment, the incumbent must assess the material needs, determine on-hand/required material quantities, and follow up with a formal request to purchasing agents and/or County Management. For each project/assignment, the incumbent must determine the equipment required for the safe and efficient performance of operations to accomplish the task(s) and coordinate use of Dept. equipment and/or rental equipment. |
