Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position functions as the Section Chief and supervisor of the Permitting Section of the Waterways and Wetlands Program in the Northeast Regional Office. The position supervises professional engineers to review and process permit applications for the NPDES Post Construction Stormwater and Encroachment Permitting Programs.

Description of Duties:

Supervises the permitting functions related to the NPDES Post Construction Stormwater regulations under Chapter 102, and Encroachment regulations under Chapter 105 by organizing, prioritizing, and delegating work to assure completion in accordance with established policies and priorities.

Assigns applications to permit reviewers ensuring proper workload distribution.

Reviews Record of Decision (ROD) and make recommendations to Program Manager.

Suggests new General Permits (GP) that would reduce workload and improve processing.

Manages permit process within section to ensure goals and objectives are met.

Follows Standard Operating Procedures (SOPs).

Reviews all work performed by regional office staff to ascertain that the work is in compliance with established priorities and procedures and that appropriate laws, rules and regulations, are properly interpreted.

Performs a full range of supervisory functions for the staff in the Permitting Section.

Serves as the responsible charge engineer for unlicensed staff in this section.

Provides direction to the engineering staff concerning the application of applicable laws, rules, and regulations, and policies. Including engineering positions in PCSM delegated county conservation districts.

Provides engineering advice and guidance to the engineering staff concerning the application of applicable laws, rules and regulations, and policies. Including engineering positions in PCSM delegated county conservation districts.

Reviews all work conducted under the Department's Permit Decision Guarantee program by engineering staff and technical staff of county conservation districts. Reviews deficiencies proposed by staff and technical staff of county conservation districts for use in technical deficiency letters and elevated review letters issued by the Department and provides recommendations to the Program Manager.

Reviews all permits drafted by regional staff for consistency with the Dam Safety and Encroachments Act, Flood Plain Management Act, Clean Streams Law and rules and regulations promulgated thereunder.

Trains new employees as to the jobs and duties of their position.

Conducts periodic staff meetings to keep employees updated on changes and to receive and discuss concerns or questions the staff may have.

Participates in meetings/and/or serves on committees with the other regional offices and central office staff to develop policies, procedures, rules, regulations, or development of guidance documents related to the permitting functions of the program.

Determines what enforcement action is to be pursued against a violation to assure compliance and coordinates the necessary action with the appropriate Litigation Office.

Directs the preparation of Departmental Orders involving enforcement actions against violators. Participates in quarterly enforcement meetings between state and federal agencies.

Directs the acknowledgment of notifications to use existing General Permits.

Directs the review of requests for emergency permits for water obstructions and encroachments to determine if emergency permits can be granted in accordance with established policies.

Interprets the applicable Acts and companion Rules and Regulations to assure consistency within the established programs.

Directs the performance of investigations of problems requested by the Central Office Divisions and the program manager and provides the necessary information.

Provides program manager with a monthly activity report of the Regional Office staff reflecting on the issues, initiatives, accomplishments and enforcement actions for that particular month.

Acts as a contact with municipalities, legislators, etc., and directs the necessary replies or action required.

Provides technical assistance and guidance concerning the varied water resource programs of the Bureaus of Waterways Engineering and Wetlands.

Attends meetings to communicate to the general public, governmental officials, engineering groups and others the varied water resources program area of the Regional Office.

Establishes and maintains a good working relationship with other federal and state agencies having regulatory and management programs that overlap with the Regional Office.

Reviews the Regional Office's equipment, supplies and staffing needs and presents those needs to the program manager.

Prepares, monitors, reviews and signs employee performance evaluations.

Prepares paperwork to fill vacancies, interviews prospective employees and recommends employee selection by ranking applicants in order of preferability for employment.

Receives, reviews and authorizes leave requests to assure the operation of the Regional Office.

Provides employee training as required and recommends out-service training for employees.

Directs the performance of initial site inspections of emergencies and provides necessary information as requested.

Establishes and maintains office procedures, i.e. filing systems, correspondence tracking system, dam inspection tracking, enforcement action tracking, etc.

Participates in flood disaster activities which may include short-term assignment to the field acting under the State or Federal Emergency Management Preparedness Programs. Emergency activities may vary from those in the job description but are generally related to waterway problems.

Participates in disasters, primarily floods, through PEMA with FEMA, i.e. surveying damage and performing final inspections of work performed by municipalities.

Serves as a witness at district courts, County Court, Environmental Hearing Board and Commonwealth Court in legal actions to effect compliance with applicable statues.

The employee has the authority to accept, reject, or modify the work of unlicensed staff members.

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Manages the permitting workload by analyzing PowerBI data and other tools to assess the status of pending permit applications. Takes appropriate measures to process permit applications timely and consistent with standard operating procedures while preventing a permitting backlog.

Waterways and Wetlands Program Manager provides detailed supervision and assigns work in a project form and reviews completed work for engineering soundness, conformance with program guidelines, project deadline, and water resources engineering standards.

Employee is given assignments and is required to demonstrate considerable initiative and independence. Assignments are reviewed in detail and for objective achievement, meeting subject deadlines, and conformance to engineering standards. Work is presented through memorandums, meetings and reports involving the program areas of the region.
