Position Purpose:

Participates in a structured serology training program designed to develop knowledge, understanding and technical skill related to physiological fluid analysis, hair identification, report preparation and courtroom testimony. Work is performed under the immediate supervision of a laboratory supervisor who assigns and reviews work in progress and upon completion. Work requires limited technical skills and is performed with increasing independence as experience is gained.

45% Under the direct supervision of a technical superior performs serological testing on evidence submitted to the laboratory for the detection, identification, and characterization of blood, semen and other biological fluids, employing the techniques outlined in the Serology Procedures Manual. Based on data generated, a report is prepared and submitted to the requesting agency that states the results of the examination.

15% Participates in a training program designed to develop skills in the detection, analysis, and characterization of blood, semen, other biological fluids, and hairs and to develop skill in the preparation of accurate and concise reports of analysis suitable for presentation in courtroom proceedings.

10% Maintains complete and accurate documentation of all testing and results in the case file.

5% Under the direct supervision of a technical superior, performs identification of hairs employing the techniques outlined in the Serology Procedures Manual. Based on data generated, a report is prepared and submitted to the requesting agency that states the results of the examination.

5% Receives instruction in the various techniques used to collect, preserve, handle, and receive physical evidence and its importance with regard to the control of evidence and courtroom testimony.

5% Completes comprehensive competency testing consisting of serological testing of blood, semen, biological fluids, the identification of hairs and the presentation of findings in a mock trial.

5% Testifies as an expert witness, when required, on chain of custody, analytical techniques and the results of analysis of evidence examined.

5% Ensures compliance with all policies and procedures outlined in the Bureau of Forensic Services Quality Assurance and Safety Manuals. Ensures laboratory conformance to quality system and laboratory accreditation requirements.

5% Performs related tasks, as required, to maintain the efficient operation of the laboratory including those found in the Bureau of Forensic Services' Continuity of Operation Plan (COOP) when the Department’s COOP Plan is activated. Responds to the designated alternate or secondary location when directed in response to a catastrophic incident.
