Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The RMS Coordinator plans, organizes, monitors, and directs all activities in the District related to the implementation and ongoing operation of the Roadway Management System.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Maintains a Central Office RMS QC score >99%.

Coordinate the STAMPP program and ensures drainage, guide rail, and shoulder STAMPP surveys within required cycle.

>80% Pavement histories must be updated in RMS within 6 weeks after project completion.

Maintains a list of surface improvement projects, identified errors, pipe replacements, and guide rail upgrades. These updates are to be completed and bi-monthly progress list posted.

Complete HPMS update by December 31 of each year.

Maintain the 6-Year Plan data by providing completed projects list and assisting in training and assembling the 6-Year Plan annually.

Informs District Maintenance Programming and Pavement Manager with actual paving limits and open-to-traffic date on DF and MC resurfacing projects and District Maintenance Programming and Pavement Manager with actual paving limits on MC resurfacing projects.

The RMS Coordinator is responsible for the following items and other work as assigned by the District Pavement Manager.

Provides guidance and local training to support use and understanding of RMS throughout the district.

Plans, organizes, monitors, and directs all activities in the District related to the implementation and ongoing operation of the Roadway Management Section.

Functions as the District RMIS Coordinator between all internal divisions and county maintenance organizations.

Maintains proficiency in using the RMS Query Language and provides guidance and training to support use of the RMS Query Language throughout the District.

Establishes and maintains effective liaison with other district personnel (e.g. IT Coordinator, CMS Coordinator, Planning and Programming [MPMS] Coordinator, BMS Coordinator, Plant Maintenance Coordinator, Traffic Unit, Municipal Services [Turnbacks]) who are involved with other roadway-related systems.

Receives various reports, information and requests generated by RMS, reviews these for reasonableness, and assures they are distributed to appropriate personnel for use and/or response.

Reviews information in RMS and evaluates the accuracy of condition factors to staff. Provides recommendations on using RMS effectively for pavement management.

Receives requests for RMS-related information, responds to requests and/or channels requests to appropriate person for action, and coordinates overall response.

Identifies and participates in resolving any problems connected with RMS (e.g. data, telecommunications, programs). Makes suggestions and recommendations to improve the RMS System

Be familiar with APRAS and the use of SLD's, LRS, and intersections in APRAS. Assist Permits Unit in solving RMS associated problems arising in APRAS.

Ensure an inventory of segment markers are maintained.

Maintains an understanding and proficiency in using Maintenance IQ and provides guidance and local training to support the use of Maintenance IQ throughout the district as the District Maintenance IQ Coordinator.

RMS Coordinator is responsible for updating the Graphical Detour Layer in Maintenance IQ. RMS Coordinator is responsible for updating detour changes (year of detour, change of detour routes, phasing changes, etc.) in Maintenance IQ program that are provided by the Design PM, Traffic Unit, and Assistant Construction Engineer or designee.

District Power User for Guiderail App. Responsible for providing Guiderail App refresher and/or initial training annually to Foremen/Inspectors.

- Assist new/replacement Foremen with production app set-up (logging in, downloading surveys, setting up defaults, and downloading offline data) annually.

- Provide training in SYST App using PowerPoint, Demo of Guiderail App, and Hands-On Training.

- Provide GIS maps to Maintenance, Traffic, Municipal Services, and County Personnel within two-weeks of request.

- Provides input as the GIS Coordinator during brainstorming sessions and GIS activity summary reports.

- Attend GIS trainings and participate in GIS User Groups.

- Completes GIS Maps in Task Manager by the completion date.

Supports District and County employee activities to fulfill the maintenance environmental requirements described in the Maintenance, Plant Maintenance (SAP), Bridge Maintenance Manuals, and Sound Environmental Maintenance Practices (SEMP) Manual.

Recognizing that everyone is involved in the District's actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to SEMP. Also, takes an active role in supporting the efforts of other employees to meet these objectives.

Attends environmental training identified for this Working Title in the District's SEMP Manual for Sound Environmental Practices.

Work assignments will be made and reviewed by the District Maintenance Programming and Pavement Manager.

Most requests for data, assistance, training and system data entry are received directly from the source and responded to without supervisor's involvement. Employee informs supervisor of problems and concerns.

Coordination with other system coordinators is done independently.

In areas of new initiatives or new emphasis, supervisor provides assignments.

Safety:

SEMP/PennDOT Green Plan Policy:
Recognizing that everyone is involved in the District's and County's actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).
Commit to following the Department's Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department Green Plan policy shall be documented in employee's performance review.

Fair Labor Standards Act (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5 hour day.

Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work -- i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hour’s employees work is fully accounted for on payroll sheets.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Essential Job Functions:

Field views may require considerable walking on uneven terrain, to include ascending and descending hills, grades and slopes. The employee will take field measurements requiring bending at the waist.

Field views may be conducted under a range of weather conditions; including extreme heat, cold, rain, wind, snow or ice; exposure to potentially poisonous plants, animals, snakes or insects; and a variety of potential injuries, such as bruises, cuts, scrapes, sprains and strains.

Maintaining a valid Pennsylvania Driver's License. Must be capable of driving to necessary field views, meetings, etc. This may involve operation of either a state or personal vehicle.

Reading and comprehending design manuals and technical manuals written in English.

Use a personal computer and use basic DOS functions.

Maintain written notes.

Completing payroll, travel vouchers, hotel vouchers and related forms (writing in English).

Because of extensive use of personal computers, the employee must demonstrate both hand and finger dexterity; sit for extended periods; lift 20-40 lbs. to replace computer paper; and have adequate eyesight to work at computer terminals.

Perform mathematic and trigonometric functions.

Must be able to wear all types of personal protective equipment; including, hard hat, eye protection, respirators, self-contained breathing apparatus (SCBA), hearing protection, gloves and leather work shoes.

To communicate both orally and in writing to issue, receive, and carry out instructions and orders effectively and to convey information to a variety of co-workers and the public.

To use a variety of common office machines such as telephones, calculators, copiers, remote computer terminals, keyboards, video display terminals, auxiliary printers, and similar equipment.

On a limited basis the employee may work while exposed to hazardous situations such as moving heavy equipment, in and around traffic, on steep grades and slopes, and on uneven surfaces. Employee must be able to observe and react to hazard warnings, back-up alarms, flashing lights, voice commands, and hand signals.

Overnight travel to meeting statewide may be required.

Overtime may be required.
