Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Responsible for the organization and direction of the Gravimetric Measurements Section involved in inorganic analysis, gravimetric and physical chemistry, and microscopic determinations within the Bureau. Supervises a staff of chemists who are responsible for the analytical measurements of various chemical/physical parameters. Employee is responsible for supervising any research and development projects that are asked to be performed by the section as well as routine requested analytical work. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Primary Responsibilities • Supervision: This Position is responsible for performing all supervisory duties for the Gravimetric Measurements Section. • Develops, maintains and provides technical expertise to agencies within the Department, laboratory staff, and external organizations with regard to Gravimetric Measurements Section and related concerns. • Ensures all subordinates are appropriately trained and cross trained to perform their assigned duties. • Ensures that all analytical work is performed in accordance with approved method. • Ensures the implementation of all Quality Assurance and Quality Control policies and procedures. a) Assists with the development and review of Section’s QA plan. b) Ensures all necessary QA/QC records are maintained for the required period of time. c) Develops necessary report processes to generate required QA/QC reports. d) Conducts internal audits of employees’ data. Record findings and submits them to the Technical Director. Reviews and summarizes findings of internal audits prepared by other members of the section. e) Ensures all corrective actions listed under internal audit findings, failed performance testing investigations and onsite audit findings are implemented by the due date. • Ensures analytical procedures meet the requirements of agencies submitting samples. • Ensures all operations are performed in accordance with applicable regulatory provisions. a) Hazardous materials are handled and disposed of in an appropriate manner. b) All safety related rules, policies, and practices are appropriately followed. c) Prepares or reviews all reports requested of the section. • Ensures that all necessary administrative, sample, analytical, and QA/QC records are maintained. • Reviews all orders for equipment and supplies. Prioritizes orders as needed. • Provides analytical data and related technical services to requesting agencies. • Coordinates, reviews and implements emergency analytical contingency plans. • Prepares recommendations for staffing, equipment, and training to enable the Section to meet Bureau objectives and fulfill program requirements. • Reviews and comments on proposed legislation and regulations with regard to their impact on the Section. • Provides budgetary and manpower estimates to implement new or revised program activities and initiatives. • Ensures that user agencies are informed of laboratory data indicating a situation or condition requiring prompt investigation or control action. • Ensures that samples are organized, as received, for efficient and timely processing and analysis. Ensures that the collectors are notified of samples broken in transit, lost during preparation, received in inappropriate containers or any other conditions or processes that would have a negative impact on the analytical results. • Reviews technical literature and vendor information as it relates to procurement and everyday use. • Ensures the development of methodologies for the analysis of non-routine contaminant as needed. • Provides professional consultation and training on technical matters to user bureaus, field personnel, laboratory staff and other persons or agencies in the field of Gravimetric Measurements analysis. 1. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. 4. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. 5. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. 6. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Supplementary Duties as Required: • Reviews regulations applicable to the Gravimetric Measurements analysis. • Provides expert testimony at legal proceedings in the field of analytical air chemistry and other items related to the Bureau. • Works overtime and/or flexible schedules, as needed, during emergency situations. • In the absence of the Technical Director, acts in his/her stead. • Performs other duties as may be assigned by the Technical Director. Work is reviewed by the Technical Director at frequent intervals with performance reviews and a final performance evaluation yearly. |
