Under the direction of the Highway Occupancy Permits Manager, performs a variety of professional and managerial duties in the review of permit applications for low, medium, high volume, and local roads occupancy permits; recommends and administers referral of more complex or overflow projects to consultant engineering firms for review and analysis; coordinates in-house review of projects, particularly traffic impact studies and hydraulic reviews, with appropriate District Office work units; recommends approval of applications or develops and presents required and recommended changes to applicants as appropriate. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Using subordinate supervisors, is responsible for field inspection of occupancy permit work within throughout the District. Independently or through technical subordinates, reviews plans of occupancy requests to determine location with respect to right-of-way, extent of damages, bonding required, and additional costs in contract price; ensures inspection of occupancy sites before and after completion in order to act on permit. Provides guidance and technical support to subordinate supervisors in design changes to project where approved permits exist, and in the occupancy permit application process for property owners. Incumbent independently performs in-depth reviews of Highway Occupancy Permit (HOP) applications, including plans, specifications and materials; requests collection of field data such as traffic counts, sight distance measurements and off-site improvement requirements; performs analysis of project impacts and ensures compliance with Publications 70, 170, 203, 282, PA Code Chapter 67 section 441 and 459, DM2, and AASHTO provisions; meets with designers, contractors, and applicants to clarify project details, explain compliance criteria, and outline changes to proposed plans; recommends timely disapproval or issuance of permit application. Maintains and administers consultant engineering contracts for HOP reviews based on criteria outlined above; evaluates applications and recommends referral of most complex or overflow projects; meets with consultants and applicants on proposed project details; reviews consultant project analysis for quality and cost considerations; and recommends payment of consultant invoices for services. Ensures timely coordination and review of HOP applications with appropriate in-house units as necessary; ensures all traffic impact studies are coordinated with the District Traffic Unit and complex hydraulic studies are reviewed by the District Bridge Unit; ensures that all problems or concerns of these units are addressed and resolved prior to permit issuance. Evaluate the contractor’s operations: - Immediately stop any unsafe actions. - Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: - Immediately stop any unsafe actions. - Incorporate safety into all discussions, deliberations, and decisions. - Continuously communicate the safety direction. - Inspire employees to be a MODEL for safety. - Encourage and support safety initiatives and programs by participating and involving your staff. - Recognize safety daily. - Acknowledge EXTRAORDINARY achievements. - Learn and improve through After Action Reviews (AARs). - Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hour’s employees work are fully accounted for on payroll sheets. |
