Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Lead the employee’s area of responsibility in Moving PennDOT Forward by establishing an environment for delivery of effective and efficient transportation services; supporting a strategically planned, maintenance first program emphasis; working with results oriented teams to improve work methods, use improved technology, enhance service delivery and quality; ensure prompt, courteous and accurate customer services; improving internal and external communications; and increasing the levels of safety for travelers in the following ways: Provide world class service to our customers and to the commerce of the Commonwealth by providing timely and accurate Special Hauling Permits. Ensures permit programs are consistent with Departmental goals and objectives by organizing, directing, planning, and coordinating the strategic efforts of permit programs with intermodal transportation systems, customer needs and expectations, sound management practices and principles. Completes assigned work in the form of programs or objectives and self-reviews it in progress and/or upon completion for acceptability and conformance with established criteria. Participates actively in quality improvement efforts, recommending and implementing new initiatives to eliminate unproductive, inefficient or redundant operations and to foster a sense of ownership and pride in both group and individual work results. Develops and maintains effective working relationships within the Department, other agencies, public officials, appropriate interest groups, and the general public to promote transportation mission activities and to help lead into the 21st century. 1. Assures applicants adhere to Federal and State laws and regulations, program policies and procedures relating to the review of applications, issuance of permits, processing of permit fees and retention of program records in order to preserve the safety of highway users, to facilitate the movement of permitted vehicles and traffic generally, to protect the structural integrity of the highway and bridge system and to encourage the economic growth of commerce and industry consistent with other program objectives. 2. Independently controls the quality and efficiency of Hauling Program activities, including comprehensive application reviews based on practical knowledge and experience gained “on the job.” Determine “nondivisibility” of vehicle(s) and load(s) identified on each application. Return incomplete or inconsistent applications. Independently rejects unsatisfactory applications with reasons articulated. Suggest alternate routing when routes proposed by applicant are unsatisfactory. In accordance with Section 6104 of the Vehicle Code, independently determines whether additional information must be submitted by the applicant (e.g., certified weights, shop drawings, photographs, route surveys). Independently applies conditions and restrictions to permits based on particular information contained on each application and the authorized route of travel. 3. Independently addresses applicant/permittee questions as they arise. This includes providing program information (orally and in writing) to applicants and other interested persons: motor carriers, permit services, manufacturers, contractors, municipalities, law enforcement agencies, other State and Federal agencies, insurance companies, District Bridge, Construction, Maintenance, Roadway Management and Traffic Units, utility companies, loggers and the general public. 4. Understands, interprets and explains Federal and State laws and regulations (e.g., PA Vehicle Code, Chapters 179, 187, 189, 191, 193), and policies (i.e., Publication 31) as they pertain to the Hauling Program. 5. Participates in the review of complex or critical permit application submissions (e.g., excessively overweight vehicles, emergencies) with affected District and/or Central Office Units. 6. Provides intra-district routing clearances for applications being processed by other Districts. Coordinates review of application routes with staff in affected Districts. 7. Participates in the notification of other Districts on temporary road and/or bridge restrictions. This includes: construction restrictions, closings and openings; emergency bridge postings or closings; and emergency road postings or closings. 8. Participates in the District’s Super load Review Team, as required, including the review of super load applications. Track and log time and expenses incurred in processing applications with scheduled conference calls (for system invoicing). Perform follow-up actions as determined during conference calls. 9. Understands and uses various computer software and hardware needed to effectively administer Hauling Program. This includes APRAS and IMS (SHPS, RMS) software used with a Windows NT PC in a WAN operating environment. 10. Assists APRAS Coordinator in carrying out APRAS responsibilities within the District. including: • Identify common Permit origins and destinations and work with RMS Coordinator to have them enter Points of Interest into RMS for these locations. • Identify need for “connector” canned routes (i.e., known “gaps” in a State route) and “detour” canned routes (i.e., longer-term detours) and maintain these canned routes in canned route table. • Identify towns listed on Official State Map but not recognized in RMS (e.g., Hershey, PA), determine State Routes and Segments within these towns and maintain unincorporated town table. 11 • Assist motor carriers on WAPRAS, including how to enter an application via the WEB, when to clone an application, how to check the status of an application, how to refax a permit or denial notice and how to use the User Manual. • Assist in testing APRAS software and report problems identified with use of software. 12. Recommends when to require applicants to submit Traffic Control Plans, coordinates affected District Traffic Units’ reviews and recommendations related to applicants’ TCP. 13. Processes Chapter 189, 191 and 193 “posted” road/bridge/hill payments when applications are approved by District Maintenance, Bridge and Traffic Units, when necessary. 14. Helps maintain files relating to Hauling Program in accordance with established guidelines. This includes: approved and denied applications, permits, supplements, insurance certificates, security, blank permit forms, transmittals, administrative messages, regular and ad hoc reports. Monitors the amount of forms and office supplies available. 15. Reconciles permit fees submitted by non-registered applicants (i.e., walk-ins and with issued permits. 16. Maintains District/County temporary and permanent roadway size and weight restrictions, clearances, posted and bonded roads, posted bridges, posted hills, turning restrictions. 17. Assists Department attorneys in the preparation for and participates in administrative hearings and other judicial proceedings as required. Provides responses to interrogatories and testifies for the Department as required, at depositions, in court, before district magistrates and at administrative hearings. 18. Helps provide guidance to Hauling Program county office operations. 19. Reviews Certificates of Insurance submitted by non-registered applicants (i.e., walk-ins to verify applicant meets all insurance requirements mandated by Regulation 179.7. 20. Recommends whether security is required based on the nature and scope of the application. Reviews security submissions, recommends necessary changes, and submits to Chief Counsel for approval. 21. Assists in arranging periodic inspections of roads traveled under annual crossing permits that have security, to verify roadway damage has not occurred. If damage has occurred, recommends notifying permittee to correct damage and, if necessary, initiate collection on security documents to reimburse Department for restoration costs. 22. Perform other related duties as required. 23. Some work may require stooping, bending, kneeling, reaching, lifting, stretching and prolonged periods of both standing and sitting.
