Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Manages Employee Relations activities for the Engineering District and County offices to include consultation, grievance processing, investigation of disciplinary actions, conducting Labor Management meetings, and providing training on Employee Relations issues.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provides interpretation and administration of collective bargaining agreements for managers and supervisors; monitors the implementation of contract provisions to assure that they are properly and uniformly administered; makes recommendations to managers and supervisors on methods and procedures to resolve problems associated with the implementation of contract provisions.

Participates in and coordinates fact finding investigations which precede pre-disciplinary conferences; verifies with their supervisor that complete investigations have been conducted prior to the implementation of discipline; discusses with their supervisor the proper degree of discipline based on such factors as the nature of the violation, the employee’s past record, and the Department’s practice. Applies just cause standards when applicable.

Responsible for investigating and recommending resolution of arrests/charges/convictions of any employee or perspective employee in accordance with the Governor’s Code of Conduct. Work could include meeting with the individual charged, magistrate, or arresting authority for specific details, and making recommendation to their supervisor with regard to continued employment and/or actual employment.

Presents cases at Western or Eastern Joint Area, and State Committees as described in the Accelerated Grievance Procedure (AGP) and sits as a panel member when requested to do so.

Reviews and makes recommendations in all Union/Management agreements pertaining to the assigned organizations.

Coordinates problem resolution for issues identified within the District or by Central Office.

Provides Employee Relations training as required.

Ensures the State Employee Relations Tracking System (SERTS) is updated timely.

Works with District and County Managers to gather contract details and prepare arguments for Preservation of Bargaining Unit Work submissions, including completing the manager’s worksheet and drafting the notification, which may include a cost analysis. Solicits agenda items for meet and discuss sessions and takes detailed notes during the meetings. Follows all procedural steps in accordance with the side letter including closing-out the contract with the Union. Consults with their supervisor or Delivery Center personnel on Preservation of Bargaining Unit Work issues.

Participates in assigned unemployment compensation hearings; representing the best interest of the Department.

Responsible for the tracking of 113 Temporary Working Out of Class (TWOC) reports, and forwarding findings to the appropriate Manager. Monitors how long Master Agreement/Memorandum-covered employees have worked in a higher-level job title within the same seniority unit, and if they are nearing the threshold of 113 or more full days in a year, ensures the department fulfills its requirements in accordance with the provisions of the Master Agreement/Memorandum.

Responsible for ensuring the “Official Bulletin Postings” are posted and updated accordingly.

Responsible for scheduling and attending District and County Labor Management Meetings.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Attends environmental training as required.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Fair Labor Standards Act (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

The incumbent in this position makes many independent judgments, recommendations, and decisions within the District Employee Relations program area. Work is reviewed by the supervisor through reports, correspondence, and evaluation of overall program results.
