Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is assigned to the Bureau of Licensing, Licensing Investigations Division. The incumbent conducts regulatory reviews within an assigned geographic area to determine applicant compliance with the Liquor Code and related laws and regulations when applying for a new license, a license renewal, reconciliation of requested change to licensed status, or transfer of ownership of a licensed establishment.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Conducts on-site inspections and prepares detailed reports of licensed and/or proposed premises to be licensed to determine if the structure, seating area, and other factors meet the requirements of the Liquor Code and other applicable regulations.

Travels to attorneys' offices, applicants' premises, licensed establishments, or other locations to interview applicants, corporate officers, or manager.

Assists persons making application to the Board by answering procedural questions and reviewing application and support documents for completeness prior to preparing and transmitting the investigation report to Central Office for evaluation.

Examines statements of applicant's assets and liabilities, including bank accounts and other investments.

Reviews the sources of funds to determine any possible involvement in illicit activity, and investigates fully any adverse pecuniary interest which may affect eligibility for a license.

Consults with various governmental agencies to ascertain any local regulatory requirements, determining applicant's compliance with same. Researches property deeds to verify ownership of property containing a premises licensed or to be licensed, frequently requiring travel to a county office of public records. Evaluates lease or sales agreements to ascertain the continuity of property ownership/occupation.

Inspects and reports the characteristics of the neighborhood of the establishment to be licensed, with particular interest in describing the proximity of other entities with standing to protest the issuance of a license, such as other licensed establishments, schools, playgrounds, and churches/places of worship.

Examines and verifies the information contained in the business records of partnerships, corporations, or non-profit clubs, such as partnership agreements, articles of incorporation or club charter, stock certificates, club or corporate minutes, and membership rules, bylaws, and dues requirements.

Conducts background checks of applicants, managers, or corporate officers for evidence of criminal history.

Completes daily activity, automobile usage, and other reports as required.

Assists lower level analysts in conducting complex licensing investigations.

Trains and instructs new field personnel in the proper procedures and methods of investigations.

Testifies at administrative hearings or court proceedings, particularly concerning the issuance or renewal of a license.

Performs other duties as required.

Incumbent independently performs reviews and investigations for complex assignments such as applications for new licenses, double transfers, person to person transfers, and place to place transfers; and determines whether the applications meet the minimum qualifications as identified by law.

For certain types of licensing transactions, grants temporary approval when the applicant is found to satisfy preliminary requirements
