Position Purpose: Describe the primary purpose of this position and how it contributes to the organizations objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Training Section of the Program Support Division provides training and learning support for the Bureau of Clean Water primarily through the Pennsylvania Clean Water Academy, an online learning platform serving DEP staff, Conservation Districts, Sewage Enforcement Officers, and the public. The Water Program Specialist supports Bureau training efforts by developing and maintaining online and instructor-led training, assisting with administration of the Pennsylvania Clean Water Academy, evaluating third-party technical training, coordinating training events, and supporting training projects with contractors and vendors. This position supports specific training-related duties of the Act 537 Sewage Planning section within the Bureau of Clean Water. Experience with sewage facilities planning, on-lot sewage disposal systems, or administration of the Pennsylvania Sewage Facilities Act is preferred. These duties will take priority when training needs are identified. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. General Duties: Promotes and exemplifies the Departments Mission, Vision, and Values in all aspects of work performance and professional conduct. Advances DEPs strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Review assigned work for accuracy, completeness, and quality before submission to supervisor. Perform other related duties as assigned. Training Development and Instructional Design: Assist with planning, developing, implementing, and evaluating statewide training programs for the Bureau of Clean Water. Develop and update e-learning courses, instructor-led training materials, videos, and online learning tools. Apply established instructional design standards and DEP branding requirements to all training materials. Develop supporting materials such as fact sheets, handbooks, standard operating procedures, technical guidance documents, reports, and presentations. Design graphics, infographics, and visual elements to improve learner engagement and understanding. E-Learning and Multimedia Development: Develop interactive e-learning modules using Articulate 360 and related software. Create and maintain course templates, themes, and design assets for the Pennsylvania Clean Water Academy. Record, edit, and produce training videos and multimedia content. Add audio, graphics, captions, and other enhancements to improve training quality and accessibility. Troubleshoot technical issues related to online training content and SCORM packages. Learning Management System (LMS) Administration: Assist with administration of the Pennsylvania Clean Water Academy Learning Management System. Create and manage courses, learning activities, and course settings. Publish and organize online training content. Register users, create user accounts, and manage course access and permissions. Monitor LMS functionality and assist users with technical support. Event Coordination and Training Delivery: Assist with planning and coordinating in-person and virtual training events, workshops, conferences, webinars, and Microsoft Teams events. Coordinate event logistics, materials, scheduling, and communication. Provide audio/visual support for training events, including setup and operation of computers, projectors, microphones, and related equipment. Develop and deliver presentations and training sessions to internal and external audiences. Training Evaluation and Project Support: Assist with evaluating training programs and vendor-developed courses for instructional quality and compliance with DEP guidance. Support training projects involving contractors, vendors, and external partners. Collect and maintain training records, rosters, and evaluation data. Recommend improvements to training materials, delivery methods, and learner engagement strategies. Sewage Planning Training: Develop and deliver training programs related to sewage facilities regulations, policies, technical guidance, planning, permitting, design, installation, and maintenance of on-lot sewage disposal systems for sewage enforcement officers, local agencies, consultants, engineers, installers, municipal officials, developers, planners, landowners, and the public. Coordinate and assist with the development of statewide staff training related to sewage facilities regulations, technical guidance, planning and permitting activities under the Pennsylvania Sewage Facilities Act. Assist in managing the statewide Sewage Enforcement Officer (SEO) training and certification program. Review and maintain LMS content related to SEO training; develop, update, review, and audit continuing education courses; and manage the SEO certification examination question bank. Assist with administering and proctoring SEO certification examinations. Be knowledgeable of and monitor regulations, policies, procedures, reports, and guidance related to comprehensive sewage facilities planning and identify training needs. Assist with reviewing and approving third party continuing education (CE) training courses. |
