Position Purpose:

The Director of the Staff Development and Training Office is responsible for the direction of staff training/development programs for all State Correctional Institutions, Corrections Community Centers, Parole Field Operations, and County Prisons.

Description of Duties:

The Director of Training Services is responsible for the direction of staff training/development programs for all State Correctional Institutions, Corrections Community Centers, Parole Field Operation, and County Prisons.

Directs through subordinate staff training/development programs which include but are not limited to: PA Department of Corrections Basic Training, County Prison Basic Training programs, Department of Corrections in-service training, specialized training, and the Training Academy’s inmate culinary program.

Directs the operations of the Training Academy, which include business management; care, custody and control of inmate workers; maintenance; food service; safety; uniform warehouse operations; public relations; and related services and programs.
Formulates policies and procedures for the implementation of modern correctional staff development and training programs. Reviews Department of Corrections policies, memorandums and directives; Office of Administration management directives and administrative circulars; the Governor’s executive orders on such issues as staff training requirements, security, budget, inmate management, safety/health/maintenance concerns, personnel management, affirmative action, etc.

Plans, organizes, directs, and assigns work to subordinates and determines work priorities.

Administers the operating plan for staff development and training office by reviewing staff progress on a bi-monthly basis.

Reviews an annual budget request and monitors the budgetary process on a monthly basis by reviewing personnel expenses such as overtime, operating expenses, fixed assets, and non-recurring maintenance projects, determining which are necessary, and setting the priority for spending, filling of positions, and initiatives of projects.

Participates in labor/management meetings and contract negotiations to represent the agency’s staff training position, when requested by the Secretary’s office. This extends to involvement in task forces or committees formed to address staff training issues.

Reviews and signs all extraordinary occurrence reports filed by personnel as a result of staff actions, inmate behavior problems and/or trainee misconducts.

Develops the agency’s annual training plan and report in accordance with Management Directive 535.7. This plan states the agency’s staff training priorities for the upcoming fiscal year. It includes training goals for employees including rank-and-file, first-level supervisors, and middle/senior/executive managers. Responsible to review training plans and reports for each institution to identify general needs that should be included in the agency’s plan and to ensure that each institution plan complies with DOC mandated training requirements. Evaluates each institutions agency’s annual training report.

Approves/disapproves the agency’s out-service training requests. The decisions are based on course content, employee needs, and the availability of in-house training programs. In addition, this manager develops and distributes out-service training reports to the field and the Governor’s Office of Administration.

Develops requests for proposals (RFP’s) to be issued whenever an outside instructor/consultant needs to be contracted for training services which cannot be provided by in-house instructors. This involves researching the identified need/problem, developing program objectives, establishing guidelines dates, etc. to be included in the RFP. This responsibility also requires the Director to participate in pre-award conferences when they are deemed necessary; and managing the consultants after the contract is awarded.

Manages the agency’s “Trainee Program” in accordance with Management Directive 535.5. This includes the review of training plans, approving work/training verification forms, and submitting forms to the Governor’s Office of Administration for final approval.

Oversees the Department’s Corrections Officer Trainee On-The-Job Training Program. This includes the supervision of a staff which monitors the state-wide program by conducting on-site audits, and tracking Corrections Officer Trainees.

Administers the agency’s one-year Corrections Officer Apprenticeship Program which is certified by the U.S. Department of Labor and the Veterans Administration. The process includes approving/disapproving applications for enrollment, processing applications, and maintaining data.

Develops and oversees the implementation of the basic training/development programs for PA county prisons every three years.

Attends all executive staff and bureau director meetings and executive management training sessions, with attendance at other meetings and conferences as directed by the Secretary, Executive Deputy Secretary, or Deputy Secretary for Administration.

Serves as chairperson for the monthly Academy management team meetings and the quarterly automation team meetings.

Performs other related duties as required.

All policy and programmatic decisions affecting the Training Academy in the agency are the responsibility of the director. In response when making a decision the Director will review the circumstance and handle it.
