Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Supervises the work of a large unit of technical and clerical personnel and monitors attendance and adherence to personnel policies.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Supervise the work of a large unit of technical and clerical personnel and monitor attendance and adherence to personnel policies.

Develop and implement procedures relating to Employers' Charge.

Develop training plans and conduct training sessions on changing policies and procedures.

Counsel employees who need assistance with problems affecting their work and prepare and perform disciplinary actions according to personnel directives.

Prepare and deliver employee performance evaluations, job descriptions and performance standards.

Receive grievances and complaints, investigate causes and conditions, discuss circumstances with affected employees, and act to resolve or recommend solution.

Conduct unit meetings in order to gather and/or dispense information.

Evaluate the quality, quantity and timeliness of individual and unit performance through periodic review of completed work. Also monitor work as it is performed.

Access, input and retrieve information from automated data systems.

Verbally communicate with staff, employers, employer representatives, UC Service Center personnel and various agency personnel including telephone contacts.

Research Unemployment Compensation (UC) Law, Regulation, and Commonwealth Court decisions and ensure compliance in employers' charge determinations and appeals processing.

Prepare a wide variety of written materials in a complete and comprehensive manner.

Prepare required reports for administrative use.

This position requires the following:

Comprehensive knowledge of the federal and state UC Law, Regulations and Bureau policies regarding benefit charging, eligibility and payment programs.

General knowledge of the UC Law, Regulations and Bureau policies regarding benefit claims, determinations and appeals, and employer tax contributions.

Interpretation of facts and rendering sound decisions in applying the provisions of the UC Law and Regulations.

Detailed knowledge of computer programs related to Employers' Charge determinations, appeals and adjustments.

Knowledge of the functions and operations of UC agencies and of the goals, objectives and legal precedents relating to the state and federal UC programs.

General and specific knowledge of work performed by UC Service Centers, Wage Record Section, Checkwriting Section and Employer Tax Operations as well as the wide variety of computer files used by these processing entities.

Knowledge of the principles and practices of effective supervision and in-service training and the ability to effectively apply them to both personnel and tasks.

Comprehensive knowledge of departmental practices and procedures for personnel and leave management, including disciplinary and corrective actions as prescribed by contract or directive.

Effective and tactful communication, both verbally and in writing, with unit personnel, other UC agencies and the public.

Assembling, correlating, and appraising facts in order to identify and resolve existing or potential processing problems.

This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information.

Works independently seeking assistance from the UC Operations Manager when necessary. Supervises clerical employees answering questions and making decisions that affect employers' requests for relief from charges to their UC account.
