Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is a professional scientific and administrative position that directs and manages the work and personnel of the Department of Health’s Bureau of Laboratories and is responsible for the functions and operations of the laboratory.

Description of Duties:

Serves as the Clinical Laboratory Improvement Amendments (CLIA) director for the Bureau of Laboratories

Directs and oversees operations of the laboratory including safety, quality assurance, current testing portfolio and expansion of testing, fiscal management, and personnel management

Provides strategic direction and leadership for the laboratory

Directs the development and implementation of bureau policies and procedures

Advises executive staff on topics related to the public health laboratory

Communicates timely with the Deputy Secretary for Health Preparedness and Community Protection (HPCP) on applicable and relevant issues, work, progress, and laboratory landscape

Makes decisions on behalf of the bureau after gathering information and communicates decisions and reasoning to the HPCP Deputy Secretary

Coordinates with Assistant Bureau Directors, Division Directors, and direct reports to ensure efficient operations of the laboratory in accordance with applicable policies, procedures, regulations, and Federal and State laws

Directly supervises staff

Responsible for overseeing the federal Biowatch program at the laboratory

Leads the internal planning of the development of the new joint laboratory, including planning for the movement of the facility, which encompasses coordination of continuation of work, fiscal impact, personnel impact, and workflow changes. This duty includes working closely with other internal and external partners such as the Department of General Services, the Office of Administration, other agency laboratories part of the project, and consultants

Works with direct reports and Department of Human Services to ensure resolution of facility issues, and determines appropriate communication to staff as necessary

Communicates and relays relevant information to laboratory staff to keep staff informed, including through bureau-wide meetings

Develops and maintains positive and constructive internal and external relationships that further the mission of the Bureau of Laboratories

Coordinates across bureaus, including but not limited to the Bureau of Epidemiology, the Bureau of Emergency Preparedness and Response, and Bureau of Community Health Systems, to solve problems and improve services, including providing input and information on topics that impact the bureau or where the bureau has a role

Coordinates and collaborates with other commonwealth laboratories and public health laboratories nationwide

Communicates assignments and expectations to staff and provides feedback

Works towards creating and maintaining a culture of trust, safety, and respect

Other duties as assigned

Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. This position has decision making authority on behalf of the laboratory and is expected to use sound judgement when determining if a decision should not be made at the bureau level and needs to be escalated to executive leadership

Work is performed independently under the general direction of the HPCP Deputy Secretary

Experience:

Must meet qualifications under CLIA for Laboratory Director (§493.1443)

Must meet Qualifications of Director under 28 Pa. Code §5.21.88 and the Pennsylvania Clinical Laboratory Act

Two years of professional experience in a medical or public health laboratory, involving laboratory analysis, applied investigational and developmental research; development and implementation of laboratory standards for methodology or regulation of licensed clinical laboratories; including one year in a supervisory capacity.

The laboratory director must be qualified to manage and direct the laboratory personnel and performance of high complexity tests and must be eligible to be an operator of a laboratory

(a) The laboratory director must possess a current license as a laboratory director issued by the State in which the laboratory is located, if such licensing is required; and

The laboratory director must –

Be a Doctor of Medicine or doctor of osteopathy licensed to practice medicine or osteopathy in the State in which the laboratory is located; and

Be certified in anatomic or clinical pathology, or both, by the American Board of Pathology or the American Osteopathic Board of Pathology or possess qualifications that are equivalent to those required for such certification; or

Be a Doctor of Medicine, a doctor of osteopathy or doctor of podiatric medicine licensed to practice medicine, osteopathy, or podiatry in the State in which the laboratory is located; and

Have at least one year of laboratory training during medical residency (for example, physicians certified either in hematology or hematology and medical oncology by the American Board of Internal Medicine); or

Have at least 2 years of experience directing or supervising high complexity testing; or

Hold an earned doctoral degree in a chemical, physical, biological, or clinical laboratory science from an accredited institution and

Be certified and continue to be certified by a board approved by HHS; or

Before February 24, 2003, must have served or be serving as a director of a laboratory performing high complexity testing and must have at least –

Two years of laboratory training or experience, or both; and

Two years of laboratory experience directing or supervising high complexity testing.

Be serving as a laboratory director and must have previously qualified or could have qualified as a laboratory director under regulations at 42 CFR 493.1415, published March 14, 1990 at 55 FR 9538, on or before February 28, 1992; or

On or before February 28, 1992, be qualified under State law to direct a laboratory in the State in which the laboratory is located; or

For the subspecialty of oral pathology, be certified by the American Board of Oral Pathology, American Board of Pathology, the American Osteopathic Board of Pathology, or possess qualifications that are equivalent to those required for certification.

No person shall be a director of a clinical laboratory unless he conforms with one of the following requirements:

Shall hold a doctor of science degree or its equivalent in the basic sciences of chemistry, biology or microbiology or a doctoral degree in public health, medicine, osteopathy, pharmacy, dentistry or veterinary medicine from a college or university recognized by the National Committee of Regional Accrediting Agencies or the Department of Education of the Commonwealth of Pennsylvania, and who has had 2 years’ experience in a laboratory acceptable to the Department or is certified by the American Board of Pathology, American Osteopathic Board of Pathology, American Board of Microbiology, American Board of Bioanalysis. American Board of Clinical Chemistry, or other national accrediting board in laboratory specialties acceptable to the Department.

Shall hold a Master of Science degree or its equivalent in the basic sciences from a college or university recognized by the National Committee of Regional Accrediting Agencies or the Department of Education of the Commonwealth, in chemistry, biology or microbiology, and who has had a minimum of 4 years’ experience in a laboratory acceptable to the Department.

Shall hold a Bachelor of Science degree or its equivalent in the basic sciences from a college or university recognized by the National Committee of Regional Accrediting Agencies or the Department of Education, in chemistry, biology or microbiology, and who has had a minimum of 5 years’ experience in laboratory work in a laboratory acceptable to the Department.

In addition, he may be required to pass a written, oral, or practical qualifying examination in general laboratory science in one or more of the laboratory categories.

On and after July 1, 1973, the proposed director of a clinical laboratory applying for a permit shall meet the requirements in subsection (a)(1) or (2).

On and after July 1, 1974, the proposed director of a clinical laboratory applying for a permit shall meet the requirements in subsection (a)(1). The limitations of subsections (c) and (d) will not apply to those persons operating a clinical laboratory prior to February 6, 1973.
