Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The PA CareerLink® Finance & Budget supervisor, under the supervision of a division chief, will supervise and coordinate the day-to-day administration of federal and state funded workforce programs administered by the PA Department of Labor & Industry that includes budget, fiscal, administrative, and analytical services. Considerable attention is given to the evaluation and recommended approval of the PA CareerLink® operating budgets and modifications, invoicing for state fronted shared costs and maintaining accuracy of Cost Allocation Reimbursable System (CARS) under the Commonwealth’s Workforce Development System (CWDS). The supervisor also oversees the procurement activities for the workforce deputate and the PA Workforce Development Board. The performance of these tasks requires a working knowledge and understanding of fund management and cost principles in the application and interpretation of employment and training program rules, procedures and regulations, State Integrated Workforce Plan for WIOA and Wagner-Peyser Programs, Department and Commonwealth policy, and generally accepted accounting principles. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists the Division Chief in the planning, analysis, design, implementation, and evaluation of the PA CareerLink® Finance & Budget unit. This includes overseeing the preparation and approval of correspondence by PA CareerLink® Finance & Budget staff to include information for the Division Chief. • Supervises and coordinate the day-to-day administration of federal and state funded workforce programs administered by the PA Department of Labor & Industry that includes budget, fiscal, administrative, and analytical services. • Directs staff to ensure the timely completion of responsibilities assigned to the PA CareerLink® Finance & Budget section in the application of PA CareerLink® fiscal coordination and oversight. This includes interacting with internal and external constituencies. As such, the incumbent will supervise, plan, and prioritize work assignments for the operational aspects of programs such as assigning projects and directing the workflow for professional and clerical staff. Note: Supervision of staff involves a working knowledge of staff functions, assigning work, rating of subordinate staff performance, approval of leave, and maintenance of discipline. • Coordinate and tracks available funds and expenditures, budget projection preparation, procurement, expense coding, and property management for Wagner-Peyser, Jobs for Veterans State Grant (JVSG), Work Opportunity Tax Credit (WOTC), Foreign Labor Certification (FLC), and Reemployment Services and Eligibility Assessment (RESEA) funding. • Evaluates available funding levels and approves spending adjustments. Monitors a variety of grants and spending patterns of the various workforce funding streams impacting the bureau and recommends corrective actions. Ensures the accuracy of federal reports such as the USDOL ETA 9130 quarterly financial reports. • Communicates and seeks supervisory guidance, on any areas of concern to immediate supervisor that may have a financial, legal, or political impact on the bureau prior to carrying out duties and responsibilities. • Assists the Division Chief in planning, preparing, and issuing corrective action to any findings and/or concerns under the funding streams the PA CareerLink® Finance & Budget unit administers. • Provides support in the planning of operating budgets, modifications, and financial status reports; reviews for alignment with the Department’s Workforce System Policies and Guidance as well criteria established by the Bureau of Workforce Development Administration. Will prepare quarterly reports and ensure that state fronted costs are invoiced quarterly, revenues are collected promptly, and funds are reconciled timely. • Oversees the development, implementation, analysis, and evaluation budgets, Memorandums of Understand (MOU) and PA CareerLink® operating budgets. This includes detecting variances that deviate from the spending plans by utilizing multiple financial and information management systems, such as the CWDS Financial Management System, SAP and the Cost Allocation Reimbursable System (CARS), to perform complex analyses. • Conducts a variety of detailed, technical analysis and evaluation regarding impact on expenditures and budgets for state and local partners as they pertain to the operating budgets. • Represents the Bureau at meetings, when appropriate, and prepares written summaries of the meeting when necessary. • Maintains, updates, and implements the polices conveyed in the bureau’s policy documents as well as other federal and state laws, rules, and regulations. • Maintains a comprehensive report that identifies all contracts by funding stream under the unit’s purview. • Provides technical assistance where needed and answer complex questions concerning policy and procedure. As such, the supervisor will conduct desk and field reviews of grantees, service providers, and vendors for adherence and compliance of such policies culminating in developing desk manuals and training tools as it relates to the PA CareerLink® Finance & Budget unit. • Conducts analysis, evaluation, and monitoring of state and local partner funding levels as it pertains to operating budgets and associated financial status reports. • Develops and maintains a comprehensive knowledge of the workings and capabilities of the Commonwealth’s SAP accounting system and the CWDS FMS and CARS to identify incidents and recommend enhancements. • Maintains ongoing communication with staff on work activities, time frames for completions, identified problems, and recommended solutions through detailed bi-weekly reports on unit work activities, time frames for completion through status reports, scheduled staff meetings and information discussions. • Provides training and information, both in written form through technical assistance guides and verbally through workshops and conferences to bureau staff, state, and local area partners. • Oversees and supervises procurement of the operational supplies, equipment, and services, particularly under the state’s purchase-card program, and the SRM system; review and payment of invoices accurately and timely. • Develops, implements, and maintains appropriate internal controls to ensure all funds. • Participates in the assessment and development of CWDS functionality and integrity. Reviews and monitors system activities as the basis for preparation of evaluation reports to identify problems and the development of recommendations designed to solve problems and improve systematic operational effectiveness. • Performs other related duties as assigned. |
