Incumbent performs a variety of supervisory, administrative, and consultative work directing staff involved in highly advanced technical and administrative information technology work. Serves as administrator and technical consultant and resident expert in the design and monitoring of applications, networking, and database systems testing and implementation plans. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Description of Duties 1. Directs the conduct of analysis studies of present information technology methods, applications, objectives and all pertinent data. Recommends new technology and software that can be utilized by Lottery in improving reporting capabilities and day-to-day business functions. Provides economic feasibility of each alternative and determines systems parameters, including proposed schedule and projected costs for development. Directs the testing and evaluation of new products and applications. 2. Serves as technical consultant and resident expert in the design and monitoring of applications, networking, and database systems testing and implementation plans. 3. Participates in the Request for Proposal (RFP) process for new online and instant ticket contracts. Provides input regarding terminal capabilities, type of communications allowed, and minimum requirements. Plans data structure, data storage, and infrastructure to handle larger amounts of information. 4. Participates in the annual GAAP audit conducted by the Auditor General. Performs information gathering and provides responses to inquiries related to Lottery system design and function. 5. Oversees Lottery’s information technology architecture, ensuring that everything is operational. Consults with agency program officials to determine manual or automated processing inefficiencies or problems. Provides solutions to address any existing or foreseen problems. 6. Establishes priorities for systems development including project order, schedule estimates, work plans, and timelines. Monitors project status and oversees project implementation. 7. Directs and administers the use of fiscal resources to provide the Pennsylvania Lottery with responsive systems consistent with objectives and funding levels. Determines the number of contractor hours needed. Prepares technical specifications, justification, and estimated costs for the acquisition of information technology software, hardware, and services. 8. Directs consultation with users to discuss software and hardware needs. Advises agency executives and program directors on capabilities and limitations of available information technology. 9. Directs the preparation of specifications for the acquisition of hardware, software, and services, and oversees the contractor's work to ensure compliance with contract specifications. Meets with contractors to discuss server configuration. Reviews and approves contractor specifications. 10. Manages communications between multiple vendors in support of all Lottery systems. 11. Directs and coordinates information technology security and disaster recovery. Ensures that Lottery is following Commonwealth policies. Establishes standards and procedures guiding access and use of network resources. Provides recommendations for and establishes disaster recovery procedures and protocols. 12. Directs the training of subordinate staff to ensure they are kept up to date with changes in technology. 13. Performs the full range of supervisory duties. Manages the planning, organizing and assignment of work, determines work priority, sets goals, evaluates employee work performance, approves leave, and administers discipline for subordinate staff. 14. Participates in the performance of subordinates' work consistent with operational or organization requirements. 15. Be knowledgeable, adhere to and contribute to established digital accessibility regulations and standards. 18. Oversees all aspects of the URL cert renewal process including renewals, procurement and installation. 19. Participates in the creation and renewal of IT policy waivers. 20. Work is performed in a distributed systems environment and involves applying technology and innovation to enhance core business processes for Lottery. Work is assigned as broad goals by an administrative and is reviewed for achievement of goals, initiatives, and meeting the information technology needs of Lottery. |
