Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. This is a professional and administrative position assisting the Bureau Director in the direction of the State Public HealthLaboratory. •This position assists in planning, directing, coordinating, and supervising the scientific work of the Divisions of Microbiology, Virology and Immunology, Chemistry and Toxicology, and Laboratory Improvement. •Responsibilities include serving with full authority as Director in the Bureau Director's absence. •Assist in the development and implementation of the Bureau's policies and procedures. •Consult with other Bureaus in the Department of Health, other state agencies, community laboratories, federal agencies, and other states. •Plan, organize, and develop agenda for the expansion of Bureau of Laboratories capacity. •Advise agency executive staff on public health laboratory issues. •Interpret laws and regulations for the Department. •Develop strategy for laboratory research and publish on behalf of the Department. •Must have demonstrated ability to communicate both verbally and in writing. •Direct studies or special projects. •Conducts unannounced inspections to identify areas needing improvement. •Develop and implement unannounced internal proficiency testing programs. •Maintain technical knowledge by conducting literature searches, attending scientific meetings when applicable, and viewingnew technologies in order to determine their applicability to the Bureau's operational system. •Trains staff in the application of new technologies. •Coordinate bioterrorism and chemical terrorism response among the Bureau staff, community laboratories, federal agencies and other states. The incumbent of this position may serve as a principal investigator in the handling of select agents as defined by the USA Patriot Act of 2001, and must apply for and successfully pass a background risk assessment. •Represent the Bureau on various committees relating to public health significance. •Responsible for maintaining a data-driven performance management system for the Bureau of Laboratories that is linked to the agency’s and unit’s mission, goals, and objectives, and which over time becomes an integral part of the Bureau of Laboratories and Departmental management process. •Ensure that adequate data are available to support the performance management process. •Ensures that all Department policies/guidelines and legislation regarding data release and confidentiality are followed bystaff. •Perform the full range of supervisory duties. •Perform other related duties. Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice, and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. |

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Example: Experience using Java; Professional Engineer License Experience: Must meet the qualifications under the provisions of the federal Clinical Laboratory Improvement Amendments (CLIA’88) "§493.1449 Standard; Technical supervisor qualifications", and the Pennsylvania Clinical Laboratory Act, for a Technical Supervisor for the Specialty/Subspecialty of the testing performed in the Laboratory Must meet the qualifications under the provisions of the CLIA"88 for High Complexity Laboratory Director (§493.1443) within 18 months of hire. Must meet the Qualifications of Director under 28 Pa code Clinical Lab Act §5.21. (a)(1) within 18 months of hire. Knowledge of the principles, practices, problems, and current developments in the field of laboratory technology applicable to the operation of a public health laboratory; Knowledge of the use and care of equipment in high complexity testing; Ability to advise and provide leadership to departmental Executive Team on public health laboratory issues; Knowledge of the principles and practices of employee supervision; Ability to interpret and explain the impact of federal, state, and local agencies, resources, laws, regulations, and procedures on the operation of a statewide public health laboratory program; Ability to use laboratory equipment in the evaluation and interpretation of tests and report; Ability to communicate effectively orally and in writing; Ability to establish and maintain effective working relationships Licenses, registrations, or certifications: 1.
