Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Lead worker to assist the Forest District Manager and Forest Assistant Manager in the performance of a variety of administrative operations for the Forest District.

Provides administrative support services to the staff of the Bureau of forestry, Forest District 9 Office by preparing some personnel, and all purchasing and budget documents for the Forest District Manager's signature. Interpret Bureau and Department procedures and policies relating to the above in order to establish internal guidelines to insure that all District personnel are properly following policies and procedures. Recommend to the Forest District Manager and implement procedures to more effectively and efficiently manage the District Office.

1. PERSONNEL

A. Prepare intake questions and submit.
B. Submit requests to post position.
C. Monitor hiring process in NeoGov
D. Initiate and prepare certain personnel transaction documents and maintain assigned personnel record.
E. General knowledge of the State's Blue Cross/Blue Shield, Life Insurance, Worker's Compensation, Credit Union , and Retirement Programs in order to advise and assist District employees.

2. PROCUREMENT

A.Coordi nate all purchases made by the District with the various vendors. Independently prepare purchasing documents. Must keep up-to-date on Department rules and regulations regarding purchasing to properly prepare document for Forest District Manager's signature.
B. Prepare all purchasing documents which included Shopping Carts, Purchase Orders, Supplies and Encumbrances, Service Purchase Contracts. Initiate and solicit bids for the purchase of supplies or equipment, prepare Request for Quotes, review and award bids, prepare tabulation of bids and forward to bidders.
C. Compile and record materials used in stock, maintain inventory and order material based on needs. Prepare bulk orders. Responsible for ordering all necessary office supplies, and housekeeping and janitorial supplies.
D. Audit and appropriately code all invoices for District Manager's signature before submitting for payment to the Comptroller's Office (i.e.: Utilties, safety footwear and eyewear reimbursements, etc.)
E. Responsible for maintaining, auditing, and reconciling all the District 's Credit Cards.
F. Liaison duties between the District Office and various vendors regarding invoices, shipment, vendor registration and payment problems.
G. Performs related work as required.

3. BUDGET

A. Prepare and maintain the District's allotment ledgers which include separate funding projects for Spongy Moth, Snowmobile Patrol and Grooming, recreation, regeneration funds, and Key 93.
B. Control all expenditures made by District personnel with reference to budgeted funds available for special projects and prepare and maintain budget requests for year -end encumbrance report.

4. ADDITIONAL DUTIES

A. Compose and prepare letters and reports for the Forest District Manager's signature.
B. Keep updated and familiar with all procedures described in the Department Administrative Manuals (online). Advise Management Staff on changes.
C. Complete responsibility of the District’s Depository Account which includes posting the daily receipts collected from sale of fuelwood permits, make deposits as necessary, post the deposits and transmittals, and reconcile bank statements.
D. Maintain Revenue Transmittal Control Sheet which lists ER-FM-T-15 permits issued, and the amounts of revenue transmitted.
E. Performs duties of radio/telephone dispatcher during fire season, insect and disease control operations, snowmobile patrol, and search and rescue operations as assigned.
F. Acts as backup in absence of timekeeper to assure payroll and absence records are maintained in proper order for wage and salary personnel. Acts as timekeeper other personnel as assigned.
G. Maintains professional working relationship with co-workers.
H. Order work uniforms.
I. Enter out-service training requests when needed.
J. Complete and process safety footwear forms and track usage for compliance with conditions of reimbursement.
K. Maintain accountability of the fuelwood permit records. Keep records linking deposits to each fuelwood permit issued and review periodically with supervisor.

Essential Functions
