The employee primarily assists the unit Supervisor in the planning and monitoring of contract and grant related fiscal services for the Office of Long-Term Living (OLTL) in the support of institutional services; General Government Operations (GGO); County Administrative Services (CAS); and the fiscal aspects of the Community Health Choices and Managed Care Organization initiative. This employee also provides support in budget related reporting, analysis, and implementation to assist in ensuring efficient and accurate management of the OLTL funds |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Under the guidance of the unit Supervisor, formulate and administer contracts and grant budget that exceeds $100 Million for the Commonwealth’s Medicaid/OLTL programs. Duties can include: - Participate in the development of the budget for all OLTL GGO, CAS, IT and purchased goods and services through the research and analysis of historical data relating to the contracts, and prepare projected budget requirements for supervisory review based upon past expenditures and future program plans in conjunction with the various program offices. - Analyze monthly contract and grant expenditures and departmental budgeting and accounting reports and prepare comments for supervisory review in order to maintain expenditure control. - Collect, interpret, analyze and summarize information in order to provide recommendations and justifications to be used as a basis for management action. - Participate in discussions on program requirements with OLTL program staff to determine fiscal needs. - Assist in the collection, analysis and summary of central office billing information to use in budgeting for OLTL's operating expenditures. Approve and code pre-notes for payment. - Monitor budgets of contracts, grants and expenditures. - Assist with the preparation of expenditure adjustments and allocation/allotment amendments in SAP by request or after identifying a specific need. - Review invoices submitted by program offices and prepare and submit documents for payments to the supervisor. - Prepare general invoices for payments and to request Procurement and/or the Comptroller’s Office to move expenditures between contract lines and appropriations. - Notifies CFO and Division Director of any budgetary concerns and grant spending deadlines. - Under the guidance of the supervisor analyze fiscal, statistical, and program information for the development and preparation of the OLTL’s Budget Request, Budget Presentation, and Re-budget documents, as well as for fiscal year budget monitoring and administration. - Review budget plans and expenditure requests in the view of accomplishing the OLTL’s mission as economically as possible. Duties may include: - Examine requests for contract or grant budget revisions and writes correspondence to explain why budget revisions are being altered or denied. - Review NHT or other provider invoices submitted by the program office and prepare and submit documents for payments. - Under the guidance of the supervisor, prepare reconciliations in on-going federal funds awarded to the OLTL; provide technical and financial assistance in the preparation and submission of federal discretionary grant proposals for funding consideration; participate in the monitoring federal grants to ensure that state match and federal shares are posted properly; monitor spending based on both federal grant budget limits and state fiscal year federal spending authorizations. - This position description in no way implies that these are the only duties to be performed by the employee.
