Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Follows Standard Operating Procedures (SOPs). • Reviews permit applications and draft Record of Decision (ROD). • Enters appropriate data into eFacts. • Drafts deficiency letters with regulatory citations. • Identifies issues encountered and recommends solutions to Section Chief. • Meets or exceeds performance metrics. Possession of a valid Pennsylvania commercial driver's license with hazardous materials (H) endorsement. A CDL license holder is subject to random drug testing. Conducts thorough inspections at the coal and noncoal surface sites to regulate the purchase, sales, storage and use of explosive materials in accordance with current statutes and regulations and Bureau of Mining Programs policy. Conducts residential and non-residential structure surveys to determine damage from blasting. Work is done according to the Department’s Blast Complaint Protocol, effective September 18, 1997. Uses regression analysis to determine probable energy levels from blasting. Applies this information, at locations that are not monitored, to determine if damage is due to mining. Conducts a sophisticated series of tests at structures, to determine actual structural response. Reviews applications for Blasting Activity Permits for oil and gas related activities including, but not limited to, seismic exploration, gas well locations, and blasting to provide aggregate materials for oil and gas activities. Conducts inspections for regulatory compliance and investigates complaints related to explosives use associated with oil and gas activities. Assists Bureau of Mining Programs personnel in providing Blaster's Training and Certification Courses for oil and gas explosives users. Reviews applications for explosives storage licenses for oil and gas explosives users and conducts inspections for regulatory compliance at licensed oil and gas explosives user explosives storage locations. Conducts investigations of citizens’ complaints pursuant to current statutes and regulations and the explosives program involving public health and safety. Determines and carries out enforcement proceedings and procedures requiring the correction of observed violations in accordance with current statutes, regulations and policy, including the issuing of orders and representing the Department in hearings, etc. Reviews and recommends appropriate action on requests for the approval of blast plans, reviews and recommends appropriate action on requests for approval of magazine storage licenses in accordance with current statutes, regulations, and policy. Conducts inspections of other surface applications of explosives including but not limited to: demolition, trenching and construction, and well perforation, to regulate the purchase, sales, storage and use of explosive materials in accordance with current statutes and regulations. Conducts on-site meetings with users of explosive material and/or the public involving blasting regulatory applications and objectives. Escorts citizens on inspections of blasting sites in response to blasting/explosives complaints and citizen requests for an on-site visitation in accordance with current statutes, regulation, and policy. Provides information and facts concerning blasting conditions during public hearings, informational conferences, and fact-finding hearings held concerning the Department’s actions, pursuant to current statutes and regulations. Investigates all fatal and assigned non-fatal accidents involving explosives by interviewing witnesses, inspecting equipment, inspecting accident scenes and interviewing medical personnel; reaches determinations regarding cause, avoidability, prevention measures,recommends penalties to be imposed; and prepares report of findings and recommendations. Prepares and makes formal and informal presentations in cooperation with federal, state, local officials, public groups and organizations regarding rules and regulations involving blasting/explosives program and actions pursuant to current statutes and regulations. Provides recommendations to engineers, licensed blasters, and other surface explosive users regarding proper procedures on blasting operations and recommendations to resolve blasting problems within each work area, pursuant to and within the scope of current statutes and regulations. Responds to all explosive incidents where explosives have been found or abandoned, and handles these incidents which may include disposing of these materials on site, transporting them to safe disposal areas, or contacting designated firms for their disposal. Investigates the theft of explosives and/or magazine break-ins. Participates in training Commonwealth employees and applicants for blaster’s licenses regarding proper procedures, appropriate laws, rules and regulations governing the purchase, sale, storage and use of explosive materials pursuant to current statutes and regulations. Advises management on the effectiveness of these training programs. Prepares special reports or studies regarding surface blasting activities as required. Prepares and submits inspection reports using the DMO Inspection Application on an iPad tablet. Maintains up-to-date inspection log. Operates and maintains a seismographic instrument to monitor the effects of blasting activities. Ability to analyze seismic data records. Possesses a working knowledge of blaster’s galvanometer, multimeter, rheostat, GPS Unit, and range finder. Operates computer software systems to retrieve and analyze seismic data. Prepares letters, memoranda, correspondence and reports to exchange information with blaster’s license applicants, engineers, and other surface explosives users and the public on blasting/explosive activities, pursuant to current statutes and regulations. Maintains files on cases, inspection reports, investigation reports, memoranda, correspondence, and other material. Prepares daily/weekly/monthly activities reports as required. Prepares a weekly schedule indicating activities planned for each day and its location. Prepares, completes, and verifies accuracy of travel expense vouchers. Provides expert testimony in legal cases involving the purchase, sale, storage, and use of explosive materials on all surface applications, pursuant to and within the scope of current statutes and regulations. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.
