Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position performs advanced geospatial, fiscal, and statistical analysis to support the Bureau’s enforcement, resource allocation, and policy development objectives. The incumbent serves as the Bureau’s primary GIS and geospatial modeling specialist, responsible for developing, optimizing, and maintaining ZIP‑code‑based field assignment models to improve operational efficiency, balance workloads, and support revenue‑related decision‑making. In addition to GIS responsibilities, the position conducts analytical studies that assess the fiscal and operational impacts of administrative or legislative proposals, supports enforcement strategy development, and produces data‑driven recommendations to enhance field operations and revenue outcomes. Work is performed with significant independence and contributes directly to executive decision‑making. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Develops, maintains, and optimizes ZIP code based geospatial assignment models using ArcGIS Pro to improve operational efficiency, reduce travel time, and support workload equity across field enforcement assignments. Conducts advanced spatial analysis, such as boundary optimization, hotspot identification, and network/travel time modeling to inform enforcement deployment strategies and identify geographic patterns that may influence revenue outcomes. Designs automated geoprocessing workflows, scripts, and spatial models that enhance the efficiency and accuracy of geospatial products used in operational and fiscal analyses. Produces high quality geospatial visualizations, dashboards, and interactive maps that support strategic planning, enforcement operations, and executive level review. Uses geospatial data to model the fiscal impact of shifting enforcement territories, including evaluating how geographical redistribution of cases may affect revenue collection, compliance trends, and operational cost efficiency. Integrates spatial datasets with fiscal and statistical models to assess workload distribution, identify high risk or high revenue areas, and support data driven resource allocation that maximizes revenue potential. Conducts geographic analysis of proposed policy or legislative changes to estimate potential revenue effects across regions, taxpayer populations, or industry sectors. Utilizes GIS outputs to support long term fiscal planning by assessing historical geographic revenue trends, identifying growth/decline patterns, and informing recommendations for enforcement strategy adjustments. Conducts fiscal, statistical, and operational analyses to determine effective allocation of enforcement resources and evaluate the impact of administrative or legislative changes on revenue outcomes. Develops and maintains large analytical datasets using Excel, Access, SQL, Power BI, and other tools; performs statistical analysis to support policy, fiscal, and operational decision making. Assists in evaluating the revenue or operational effects of proposed legislation, administrative reforms, or strategic initiatives by preparing detailed written and graphical analyses. Supports the development of the Bureau’s annual enforcement resource allocation plan by integrating fiscal, geospatial, and statistical findings. Writes SQL queries, conducts code reviews, and develops automated analytical processes, tools, and PC applications. Supports the validation of legacy data warehouses during system migrations, ensuring accurate, reliable transfer of fiscal and operational data. Uses data from PATH and other sources (when available) to support audit selection, enforcement targeting, performance measurement, and fiscal analyses. Collaborates with enforcement personnel to refine case selection approaches, improve geographic assignment procedures, and enhance revenue related field outcomes. Prepares analytical reports, presentations, and dashboards for internal stakeholders and executive leadership. Demonstrates commitment to the Department’s service oriented culture; applies Lean principles; considers internal controls and risk management when implementing process changes. Performs related duties as required. |
